Jirachi works pretty great with stall. He causes a great number of switches and helps out alot at weakening my opponents pokemon with the help of toxic spikes, spikes and stealth rock. Jirachi is really the star of the show but I beleive one thing that's holding it back from being a bit more helpful is the stealth rock. Jirachi can do wtihout them but nidoqueen already has enough on its plate and nidoqueen hardly has much of a chance to come in and set up toxic spikes I don't see how it could also be burdened with the job of setting up stealth rock as well. :( Trick handles suicune for me iron head works perfect with toxic spikes because you get the battle damage in then the flinch then the toxic keeps getting worse. Jirachi is truly the star of the show.​

Rotom-h is my spin blocker. It uses sub pain split to just annoy my opponents. The 152 speed ev's give it enough speed to outrun celebi(40speed) and zapdos.​

Vaporeon is my phaser and stops snorlax, curse tar, dd life orb gyara from setting up and destroying my team. It can also help with dd mence because of the intimidate. This is my first choice to counter infernape and heatran.​

Nidoqueen is sort of like the glue of the team. Gyara is weak to stealth rock so it might not be the best choice to switch into a +2 close combat from lucario. But nidoqueen here resist stealth rock and can take any of lucario's hits with ease and ko's with eq. It was a tough choice to decide which move I should add to nidoqueens last slot. I could use stealth rock and give jirachi the oppurtunity to have more type coverage or I can give it a way of healing. I tried both ways out but at the end rest was the better option so I stuck with it. I use ice beam on nidoqueen because flyers/pokemon with levitate always come in expecting to scare me off when I can just ice beam them.

Blissey helps the whole team out with aroma therapy. Notice all of the pokemon with rest all can deal with blissey's counters as blissey can with theirs This almost guarantees that blissey fully heals each and every one of these pokemon which means they can full heal themselves and set up at the same time. Toxic takes on latias, seismic toss for damage, and softboiled for healing purposes.

Forretress is gyara's best friend since he spins away all of gyara's problems allowing him to switch him with even more ease. He sets up spikes and abuses rest the most of all. Payback is for latias and rotom which come in alot on forry and the ev's in special defense give him 200 special defense to make sure he isn't 2ko'd by latias's t-bolt/surf(scarf modest)
You don't need a spin blocker as long as you can keep everything you set up your entry hazards with alive.

I know this is not a full rate, but you need some kind of spin blocker. I suggest changing latias with a defensive rotom-h.

This is basically doing the same thing as latias as well as spin blocking.

EDIT: i just saw your quote about not needing a spin blocker, but i still strongly recomend making the switch.
 
Forretress and Nidoqueen make a redundant couple, as both hate some of the same things, and Nidoqueen is quite outclassed by many other Toxic Spikers. Forretress's moveslot is another thing, Earthquake over Payback as Payback without Atk EV investment isn't a 2HKO on Rotom forms switching in (well, mostly), and Earthquake hits Magnezone, Heatran, Scizor, etc. Payback is better off used in Ubers.

I do like the whole Rest on Nidoqueen and Forretress gimmick, however, the downside to this is Blissey is often a target of many of the Pokemon it walls (like Heatran) of being exploded on. So the moment Blissey dies, and Aromatherapy is no longer an option, your sleeping Pokemon can't make use of it. Forretress now has a better and more annoying recovery move in Pain Split (perhaps not better, but more gimmicky). Nidoqueen can be replaced all together for something else by freeing up Forretress' move slot and running both types of Spikes, which I would recommend. Once you stop using the Rest + Aromatherapy thing, Blissey can run the Wish set that Latias is using, while Latias can use Recover over Wish, and Roar over Protect.

It looks like your team is trying to pull off a stall, using Blissey and Forretress, as well as RestTalk Gyarados. I would recommend leaning away from this.

Nidoqueen can be replaced by a Rotom form, preferably a Scarf Rotom-H to handle Lucario (since thats essentially what Nidoqueen does).

Once you have a Rotom form and Latias on the same team, Lucario or Scizor makes a welcome addition. Over Gyarados I would recommend one of these, the Swords Dance sets appropriately for either.

Hi. I like this team, but I spot a couple of issues. First off, Latias can present a severe problem to your team. Although you have Blissey, it could get Tricked, or Pursuited, making your best answer to Latias gone. Latias literally just fires off stab Dragon Pulses and Draco Meteors without much resistance, making it a formidable foe. To help with Latias (and as well as Rotom), I want you to change Blissey to a Tyranitar. Tyranitar easilly disposes of aforemenioned threats, as well as posing a significant offensive force. I want you to try the standard CBTar, with a specially defensive spread of 252 HP/ 40 Att/ and 216 SpD with a Careful nature. This will allow you to survive a Gengar's Focus Blast a lot of the time, making an effective counter to it too. I hope this helps, and good luck with the team!

Also forgot about this. Change Latias' spread to 252 HP/ 6 SpA/ 252 Spd with a Timid nature, and run Calm Mind, HP Fire, Dragon Pulse, and Recover. This makes an effective sweeper with Spikes and Toxic Spikes support, and beats Skarmory that try to phaze you away. Latias also won't be outrun by Salamence anymore, meaning it can't revenge kill you.
