Victini straps on its Heavy-Duty Boots to ignore entry hazards set by Steel, Fairy, and Flying teams, which limit its progress-making capabilities. Bolt Strike synergizes with V-create, targeting Water- and Flying-types like Toxapex and Gyarados. Substitute eases the Steel and Flying matchups by reducing the need for predictions and ensuring that Victini can deal damage to Heatran or Gliscor by scaring out Ferrothorn or Corviknight. Toxic puts walls like Porygon2 and Slowbro on a timer. Encore prevents slower setup users like Swords Dance Iron Hands and Nasty Plot Hydreigon from gaining momentum while also locking defensive foes like Corviknight and Gliscor into unfavorable moves. Power-Up Punch is effective in conjunction with Substitute, as it provides Victini with enough firepower to break through walls in subsequent turns, allowing it to Gliscor with V-create at +1 after Stealth Rock damage and 2HKO Slowbro and Heatran with Bolt Strike. Setup sweepers like Mega Gallade, Mega Latias, Iron Boulder, and Celebi can find use with Victini locking walls like Ferrothorn and Toxapex into unfavorable moves, and they also remove Landorus, Archaludon, Mega Swampert, and Ogerpon-W. Choice Scarf Iron Boulder provides speed control, hammering fast threats like Mega Lopunny, Choice Scarf Greninja, and Choice Scarf Roaring Moon. Slowbro and Galarian Slowking are decent walls that safely pivot Victini in; Slowbro also takes on scary Ground- and Water-types like Excadrill and Barraskewda, while Galarian Slowking is able to set Toxic Spikes and check Iron Valiant and Keldeo. Jirachi provides hazards and deals with Mega Diancie and Kyurem; in return, Victini deals with Gholdengo and Mega Scizor.

Pretty striaght forward cat would just mention what mons victini can sub up on to ensure damage on heatran or gliscor. like it can sub on a ferro or force it out for a guarantee sub. or like a celesteela.
