Heavy-Duty Boots allows Xurkitree to switch in and out without penalty and have free access to its coverage, which allows it to use Volt Switch more easily than Raikou due to its Grass-type attacks immediately threatening Ground-types like Gastrodon, Seismitoad, and Rhyperior. Grass Knot has higher damage against heavier targets like Steelix, Raikou, and opposing Xurkitree, while Energy Ball is the more consistent choice that does more to Gastrodon and Diancie. Dazzling Gleam covers other Electric-resistant Pokemon like Zarude, Flygon, and Dhelmise. With Heavy-Duty Boots, Xurkitree is able to come into battle and pivot freely, potentially bringing in dangerous wallbreakers like Durant, Obstagoon, and Choice Band Metagross. They can capitalize on some of Xurkitree's switch-ins, such as Roserade, Dragalge, and Assault Vest Reuniclus, while quickly wearing down Steelix and taking out Alolan Marowak, two Pokemon that often attempt to block Xurkitree's Volt Switch. Other pivots like Mienshao, Zarude, and Flygon can pair with Xurkitree and appreciate its ability to retain momentum against teams with Seismitoad, Gastrodon, or Rhyperior. Mienshao and Zarude also benefit from Xurkitree handling Togekiss and Galarian Weezing, and Flygon appreciates Xurkitree threatening Togekiss and bulky Water-types. Xurkitree's Volt Switch alongside Spikes provided by Pokemon like Golisopod and Klefki can quickly wear down many of Xurkitree's checks, like Vileplume, Registeel, and Porygon2.

Grass Knot first. Energy Ball targets are important but you literally have a 75% chance to kill Gastro after Stealth Rock and always after a Spike. You can just Volt Switch on Diancie, which is already crippling especially with hazards up. Hitting Steelix is enough for it to go first.

weird to have grass knot be the first sentence, can u throw in a summary sentence before it? like 'while it is relatively slow and lacks raikou's bulk, boots xurkitree hits hard as hell with near perfect coverage' except without expletives ofc '-'

i dont think id mention darmanitan in the pivots sentence honestly, ive tried darm + boots xurk and that core is soooo slow and useless defensively
