Approved Browsing public server-side teams without a format

What type of bug are you reporting? Unsure

What is the bug?
I can't run a server-side teams search without any filters. It redirects me back to the search form

Are you able to replicate it? If so, how?
Run /teams, click Browse public teams, select (all formats) on the team format filter, click Search.

I would expect to see the last teams created (same behaviour as when filtering by a tier), or the most viewed teams

This might be intentional behavior. Hecate should you be able to query a public search without a format selected?

/teams browse allows for that. teams-searchpublic intentionally requires a format, but it could be changed to open the teams-browse page in the case of no filters instead of erroring out.

So, not a bug, but a potential improvement.
