What is the bug?
Modchat cannot by upgraded by players.
If a player sets modchat to any rank, it locks the other player out of changing modchat. Obviously they shouldn't be able to remove it, but if its set to, say, autoconfirmed, the other player cannot upgrade it to Voice or Player.
Are you able to replicate it? If so, how?
Enter any battle, set modchat to Autoconfirmed or Voice, then have the other player attempt to set modchat to Player.
