What is the bug?
I've had a few battles now where I send in indeedee and have psychic terrain up, encore someones priority move, and it still hits. But then subsequent uses fail. Other times it still blocks the priority on the turn I encore so I'm guessing a bug.

Here is an upload I got of it happening with a Dragonite, but later in the fight the extreme speed was blocked. I've also had it happen a couple of times with Scizor's bullet punches

Are you able to replicate it? If so, how?
Has happened to me a few battles but can't seem to get it to consistently happen

On the turn Encore is used, the priority of the move used by the target is set to the priority of the move they selected. So in your replay, the Dragonite selected a non-priority move, but Encore forced it to use Extreme Speed, which was then successful because it didn't actually have its +2 priority.
