What is the bug?
Eject pack should activate after all abilties that activate on switch in have gone off. For example, on cartridge if you have a torkoal with eject pack in the lead against an opposing intimidator with a higher speed stat, all field abilities will activate first before the eject pack activates and switches torkoal out. On showdown, eject pack activates before drought can go off.

Are you able to replicate it? If so, how?
Lead torkoal with eject pack and drought as the ability vs any pokmeon with intimidate with a higher speed stat than torkoal. On showdown, intimidate will activate before drought, immediately activating eject pack and switching torkoal before drought can activate. If you were to do this on cartridge, drought will activate before the eject pack always.
