What is the bug?
I ain't entirely sure about what's going on but the weather setting is kinda weird. Sand wouldn't properly set until I switched TTar in.

Are you able to replicate it? If so, how?
The only thing I know for sure is that whenever I go into a game for Shared Power, my sand doesn't set itself properly UNTIL TTar swaps in
 
That's how Shared Power works, abilities get shared sequentially as their original holders enter the field. You don't have all 6 from the start, you need to send the Pokémon in.
