What is the bug?
NGas doesn't remove Booster Energy boost permanently; this does happen ingame but not on PS!.

I don't have a clip on hand of it happening ingame but I know how it works because of NGas's relevance in VGC Reg G, and ingame it permanently removes the boost from Booster Energy.

Are you able to replicate it? If so, how?
Literally just use pokemon that only outspeeds with BE inactive, then switch ngas user in, then use first mon again
 
Neutralizing gas simply prevents protosynthesis/quark drive from activating as long as the user is on the field. If the user has already activated its ability nothing happens. I just tested this, here’s a summary of what I did and what happened.
- I led a battle with booster energy iron hands and ngas weezing. As expected gas activated and nothing happened
- I swapped weezing into booster energy flutter mane, once weezing left the field both of my mons now activated their abilities, with flutter mane boosting its speed (this is important)
- I swapped out iron hands back into weezing to activate gas again. Importantly, the text that should appear when these abilities deactivate (the effects of x mons protosynthesis/quark drive have worn off) did not appear. This implies the abilities affects are still active
- I let weezing faint and sent in a Chien Pao that should outspeed my flutter mane if protosynthesis boost is disabled
- flutter mane outsped Chien Pao, meaning the speed boost was still applied

I was going to attach photo/video of what I did but my recording failed. I can easily recreate if needed though
