What is the bug?
The Pokemon move Lunar Blessing doesn't work on Cresselia. According to the description on Smogon, it targets all allies and should heal 25% of all allies HP and cure the status condition of all allies. However, it just fails when I try to use it in game.

Not a bug.
This is the case in a multi battle; in a 2v2 situation, Cresselia can use Lunar Blessing and heal its teammate on the field; it doesn't work like Heal Bell or Aromatherapy and thus doesn't heal teammates that are not currently in battle.

The Smogon Dex description is accurate as well:

Each Pokemon on the user's side restores 1/4 of its maximum HP, rounded half up, and has its status condition cured.

"On the user's side" implies that it exclusively work for Pokemon that are currently on the field.
