What type of bug are you reporting? Teambuilder

What is the bug?
Pikachu's hat variants are not allowed to learn volt tackle. However in sword and shield, you can use the move reminder on them after they're received from the event to make them learn the move. The proof is on the bulbapedia page for volt tackle: https://bulbapedia.bulbagarden.net/wiki/Volt_Tackle_(move)

Similarly, Alolan-Raichu is not allowed to use volt tackle on showdown, but he can also learn it (through a method described on the page cited above) in game, and while Alolan-Raichu knowing Volt Tackle cannot be used in the battle stadium, I could use one in a local battle or even bring it to vgc worlds with no problem, so I think it should also be able to use it on showdown.

Are you able to replicate it? If so, how?
Simply go to the builder and try to use any of the hat pikachus with volt tackle or alolan-raichu with volt tackle.
 
I'm guessing that this is a report for gen 9 since Volt Tackle + Hat Pikachu in gen 8 is already legal.

If so, this is kind of a duplicate of when I reported that HOME move relearner isn't implemented.

What is the bug?
HOME relearner mechanics are not currently implemented on Showdown. Essentially, after HOME v3.0, when a Pokémon enters any game on the Switch, it has the ability to relearn a move that it has learned before in another game, as long as it is valid in the destination game. HOME relearner doesn't care about the current level as long as the move is in one of the pools it draws from.
