What is the bug?
national dex BH, pokemon outside of scarlet and violet are checked as non existent (mega can still be played???)

Are you able to replicate it? If so, how?
yes open team builder, select any pokemon (tapu lele victini etc) that arent and it wont allow u to use them no matter what (yet put charizard with a y stone and it works) cuz hes in sv

Second one is independent, Hackmons Forme Clause is not a clause for NDBH. The current issue seems to be related to the "nonexistent" in the code/ban/clauselist. The ongoing NDBH Open is currently using a custom challenge code with +nonexistent and it seems to fix everything though there may be edge cases. Feel like the issue stemmed after the National Dex format rework when they added NatDex Mod since it only broke after that I think but I don't see immediately how that broke the Nonexistent clause.
