What is the bug?
The Teambuilder does not suggest the remaining 4 EVs on the suggested spread. I think it likely has to do with some sort of interaction between the IVs and the suggested spread, as this happens specifically after I replaced Flamethrower with Focus Punch.
Are you able to replicate it? If so, how?
1. I did this in BDSP OU and used Nidoking, unsure if this is present in other builders
2. Filled out the moves, giving it Sludge Wave/Earth Power/Ice Beam/Flamethrower.
3. Clicked on the suggested spread.
4. Replaced Flamethrower with Focus Punch.
5. Builder will suggest a 252 SpA/252 Spe spread, there are no 4 EVs left over for attack.
