In National Dex formats, on Thundurus-Incarnate, Incinerate is listed as a usually useless move while Hidden Power Fire is not despite Incinerate being strictly better than Hidden Power Fire.

In the teambuilder, for a National Dex format, when selecting moves for Thundurus-Incarnate, filter for Fire type moves only. Incinerate is listed as usually useless while Hidden Power Fire is not. This is similarly replicable for Tornadus-Therian, as well as potentially some other Pokemon.
