What is the bug?
The -all Pokemon tour modifier, when interacting with the standard natdex ruleset, fails to prohibit the use of any Pokemon not available in generation 9. First discovered in a for fun "Shaymin-Sky only" tournament using Natdex Ubers as its base, where a participant who didn't read the rules was able to bring a Zygarde-Complete. Further testing revealed it was not a Zygarde specific problem, but that other Pokemon including Darmanitan-Galar, Kabutops, and Lillipup were legal, leading to the conclusion that the problem was Pokemon not legal in Generation 9. The belief that it's an interaction between "standard natdex" and "-all Pokemon" stems from the fact that using Natdex AG as a base correctly banned all Pokemon when using "-all Pokemon". DaWoblefet was involved in testing and indicated the bug is related to validators.

Starting a tour with "/tour create natdexubers, elimination" and using "/tour rules -all Pokemon, + (Pokemon of your choice" will allow you to see the effects. The specified Pokemon is legal, as are all Pokemon not in generation 9 of Pokemon (Scarlet and Violet).
