Gen 4 Pikachu and Raichu must have Hardy nature if they have Surf, but last I checked on Bulbapedia you can get Surfing Pikachu with any nature from Pokéwalker. https://bulbapedia.bulbagarden.net/wiki/Surfing_Pikachu#Pokémon_HeartGold_and_SoulSilver

Put in Pikachu and Raichu with Surf without Hardy nature on teambuilder
