Hisuian avalugg can learn ice shard in legends arceus but can't learn it in gen 9 natdex format

Add hisuian avalugg to team builder and add ice shard

this isn't a bug iirc, legends za moves are non-transferable to SV

This is correct for standard formats. It also happens to be correct for national dex formats, legends moves cannot be used in natdex formats (verified by speaking to the applicable authorities behind this).
