What is the bug?
Polar Flare (CAP Move) is legal in National Dex Balanced Hackmons

Are you able to replicate it? If so, how?
Just as the title says
 
(All CAP elements, including the Pokemon and Abilities like Mountaineer pass the validator currently)
I could be just yapping but probably because last time due to NatDex rule changes the entire NDBH validator broke and so -Nonexistent was removed. Unlike base BH which has Hackmons Forme Legality clause banning CAP within it NDBH does not.
