What is the bug?
In Gen 1, the validator currently accepts obtainable Lv 1 Pokemon with Psywave, which is an issue as a Lv 1 Pokemon freezes the game in-cart whenever it hits something with Psywave (more details on that here).
However, another issue is that no Pokemon in this generation should validate with that combo regardless as they aren't obtainable at this level without glitches (the before-mentioned issue would thus only apply in RBY OMs, as much Fly and Dig are banned for similar reasons, or how Eternamax Eternatus can't use Substitute in Gen 8 PH).
More specifically, Exeggutor can only be obtained in Gen 1 by evolving it from Exeggcute, no problem there as it's a stone evolution (and thus doesn't require leveling up to evolve), but... the lowest level Exeggcute can be found in Gen 1 is Lv 20, and while a Lv 1 Exeggcute is flagged as illegal when validating, a Lv 1 Exeggutor isn't for some reason, even notifying that its lowest obtainable level is 20.
Mr. Mime, meanwhile, is obtained by an in-game trade, notably matching the level of the Clefairy(RB) or Abra(Y) it's traded for by the player. However, neither of them is obtainable in Gen 1 at Lv 1 to begin with (the lowest obtainable level for Clefairy being Lv 8, while for Abra it's Lv 6, with the teambuilder correctly flagging a Lv 1 Clefairy/Abra as illegal and citing the above levels as the minimal ones).

Go to the [Gen 1] OU teambuilder and try to validate the following:
