This set was made and tested by yours truly, and faired quite well, saving many a poke's ass, and getting an average of 2+ KOs a game. However, this was done in OU rather than UU, as I did not have a viable UU team. If anyone else could help out here, it would be helpful.
[SET]
Name: Bulky Agililamp
Move 1: Agility
Move 2: Surf/Ice Beam/Thunderbolt
Move 3: Surf/Ice Beam/Thunderbolt
Move 4: Thunder Wave/Heal Bell/Third Attack
Nature: Calm/Modest
Item: Expert Belt(RECOMMENDED)/LifeOrb
Ability: Volt Absorb
EVs: 232 SpA, 252 SpD 24 Spe
The Set:
252 SpD for max bulk, as Lanturn already hits 391 Hp, and by the time the sweep starts, Seismic Toss spamming Chanseys should be gone. 24 Speed is to outspeed Base 110s after an Agility. The rest is thrown into the attacking stat. Agility as the core of the set, and each attack
Run 44 Speed EVs to outrun Dugtrio
Run 68 for Sceptile
Run 88 for Swellow
Why this set deserves to be on site:
It is the special version of Agiligross, but in UU. It retains very respectable special bulk, and can be used as support/tank for the majority of the match, preferably until Chansey is taken care of. It is for this reason that Life Orb is not suggested. Late-game however, Lanturn can actually pull off a very decent sweep. Preferably after receiving a Wish to reinforce its bulk, it can come in on a resisted attack, possibly Twave to cause a switch, and set up in a single turn. Even if it does not OHKO the poke, Lanturn has decent enough defenses that it is totally OK, it will get the second shot out.
Having access to Surf, Ice Beam, and Thunderbolt make Lanturn very powerful offensively, especially if you opt for all 3 attacks. That takes full advantage of the Expert Belt. The Expert Belt is in place of leftovers because, even for UU and hitting SE on most pokes, Lanturn does not have a 130 base on its attacking stat like Metagross, and so is more defensive.
Teammates and Counters:
Leafeon is a perfect teammate for Agililamp, as it can use Wish, and pass it on to a Lanturn receiving a fire or flying attack directed at the Leaf.
As any other Lanturn, a poke that draws in Electric attacks is a very nice contribution to any team with Agililamp
As well, any Poke capable of removing Chanse is needed
Dugtrio is a viable counter, as it traps, outspeeds, and OHKOs Lanturn. This can be solved by running 44 Speed EVs, though it does reduce bulk.
Sceptile outspeeds this set, and can cause problems. 68 EVs are necessary for the outrun here
Chansey completely walls this set, no matter what
Without Ice Beam, Grass types such as Venasaur and Executor are VERY dangerous to you
Without Thunderbolt, Water types wall you
Without Surf, Regirock is much harder to take down, and any Blaziken carrying EQ may KO you. As well, Surf does more damage to grounds than Ice Beams, due to STAB
