BW Ubers isn't really my favorite gen because of how annoying spikes is and Giratina forms and Arceus-Ghost makes it incredibly hard to spin and defog is a garbage move in prior Gen 6 because it can't remove hazards. BW Ubers is a gen where hazards are so annoying and weather wars. Sand is one of the three main weathers (Hail sucks) and its effect is that all active Pokemon lose 1/16 of their maximum HP, rounded down, unless they are a Ground, Rock, or Steel type. Keeping up the sand is even harder than before because both Kyogre and Groudon has better longevity than Ninetales and Politoed back in OU. The team's main core is Terrakion and Arceus-Ghost, Terrakion can't really "abuse" sand but being immune to it can be really good due to the passive damage sand does and being able to outspeed common scarfers like Palkia and Kyogre makes it a really good revenge killer. Arceus-Ghost works as a spinblocker that checks most of Terrakion's checks and Terrakion does the same for it.
Teambuilding Process
As I was building other BW teams, I read the smogon analysis of Arceus-Ghost and it says that Terrakion is a good partner for it so I made this as the first core of the team.
Next up I want weather, Terrakion can fit on Rain and Sun but I lacked sand the most so decided to go with sand instead. Excadrill is a need in every Ubers sand team, if not it will be a complete waste of one of the best sweepers in the the tier.
Next I need to cover threats, a bulky steel type helps against the many Meteor Showers in Ubers and I think Ferrothorn fits here because it has one of the best moves in the tier, spikes, and it can soft Kyogre
At first I used Palkia, It hard checks Specs Kyogre and can benefit on any weather, but having two scarfers isn't that great for me and missing Thunder a lot is really bad
Changed to Latios because it also hard checks Specs Kyogre and more speed and damage output made me think that it's a better change

Being a B tier in the current viability rankings doesn't make it a bad choice, it even sits higher than actual Uber mons. Being able to outpace Genesect and Palkia because of it's incredible 519 Speed makes it one of the best revenge killers that is also not dependent on weather. Terrakion checks Darkrai with Sleep Talk making it check it 2/3 of the time, Sacred Sword not only gives it a higher chance to kill Darkrai, but it also helps against Bulk Up Dialga. Being able to resist Extreme Killer Arceus makes it revenge kill it too. It's good late game cleaner once most of its checks are out.

Arcues-Ghost can take a Latios Draco Meteor after a Calm Mind, and take two Shadow Sneaks from Giratina-Orgin, being A+ in the Viability Rankings and one of the most dangerous sweepers in the gen. 120 in every stat makes it live almost any attack from full, even a Modest Scarf Kyogre Water Spout! It is the best spinblocker if it's available because of it's access to recover and amazing bulk. Be careful not to stay too passive to not get overwhelmed by strong attacks and use the damage calc if needed.
Tyranitar @ Leftovers

Tyranitar is one of the three main main weather setters in Ubers. Pursuit make it trap the Lati twins, Giratina forms, and sometimes Arceus-Ghost too making it easier to keep the hazards up. Sassy Nature makes it outslow Groudon and Kyogre in Turn 1 so that sand is guaranteed to be up. I used Stone Edge over Low Kick/Superpower because I feel like the team is a bit weak to Ho-oh.
Excadrill @ Air Balloon

Swords dance makes it increase it's already high attack to absurd levels and combined with its ability, Sand Rush, which doubles its speed in sand, makes it a very threatening wallbreaker or even a sweeper. Earthquake is it's main move dealing huge chunks combined with its high attack stat. Rock Slide helps against flying type pokemon like Ho-oh and Rayquaza. I used Rapid Spin over Iron Head because I hate hazards and only my opponent will suffer. I used Air Balloon so that Excadrill flies over spikes, which makes spinning easier, and beats opposing Excadrill if balloon is still up.
Ferrothorn @ Leftovers

EVs: 252 HP / 4 Atk / 252 SpD

The usual Ferrothorn, walling non Specs Kyogre and most Dragons. Spikes is a very important move that might be a must in every successful BW Ubers team and it also prevents the opponent from switching repeatedly. Knock Off cripples a lot of thr metagame due to the lack of items immune to Knock Off and the many mons dependent on their item. Leech Seed helps Ferrothorn live longer because of the common spikes and slowly wears down the opponent. Power Whip deals a good chunk to Kyogre and Groudon which makes it harder to reset weather to their advantage and deals a good amount of damage to mons that don't resist it.

Latios is the main wallbreaker with it's base 140 Draco Meteor with a Soul Dew Boosts it can do a hit and run style of attacking. Its in a solid Speed tier that makes it outspeed the Creation Trio and the weather trio. HP Fire helps against steel types like Ferrothorn and Forretress to not be completely walled by them. Psyshock makes it not completely useless against Blissey and Chansey and deals more damage to Arceus-Fighting.
Threatlist
Double Dance Sets 6-0s this team once is they get off both Swords Dance and Rock Polish.
Tyranitar dies from Focus Blast at +1 with a bit of chip and can take a crunch. Really fast bulky and strong if it get free turns of setup.
