Example Set: Defensive Support
I like all my spreads to have as much variety as possible while remaining good at each of the things they can do. The following is an example of a supportive set, with multiple damage calculations. I may add another set that displays more offensive capability, but essentially you know the offensive and defensive calcs already:
If you run Max SA treat it exactly as you would Salamence or Latias, with perhaps a few additional points at the margins.
Defensively this has the same HP/Defense and similar SpD to Hippowdon. If you are running Max HP/Defense with Bold simply apply types properly and add a little extra damage on the margins of the special side.
Movepool has not been decided yet, these are only to display what could be.
EVs: 240 HP / 72 Def / 140 SA / 56 Spe, Bold, Leftovers.
Stats: 417 HP / 140 Atk / 319 Defense / 295 SpA / 176 SpD / 210 Spe
Purpose: This set outspeeds the listed Agiligross, has good defensive capabilities but does not shirk offense. Paralyze an incoming threat and then nuke it, or Magnet Rise before a predicted Earthquake. You could also Light Screen before a predicted Ice Beam. Basically set up whatever would benefit your team best at the moment. This set will likely only utilize STAB attacks for offense. However, I will list a full arsenal of attacks with these EVs.

Summary: I think the numbers speak for themselves, but briefly: A lot of the metagame focuses on physically offensive pokemon with weaker/neglected special defensive stats. This spread takes full advantage of that tendency, forcing the opponent to try and use special walls to avert damage. These stats are left unchanged, and for a good reason. As you can see, this gives CAP8 a 'Very Good' score in Special Tankiness, which is good as it allows CAP8 to take hits from both sides of the spectrum. The 95Spe is also unchanged to prove that fast =/= not bulky. I mean look at Gliscor; it has 95Spe and it doesn't have any problems tanking.
84SAt
This is the stat that I didn't want to downgrade, but had no choice because of problems with staying under Excellence. But let me assure you, 84Atk IS usable. Hell, Duggy makes do with only 80Atk, albeit he also has a more powerful STAB move (Earthquake has 100BP), while this guy to make do with Thunder Bolt (95BP) and Dragon Pulse (90BP). Draco Meteor is also an option, as it has 140BP.
112Def
112Def is the absolute MAXIMUM defense I can give it with the amount of HP it has while still allowing Duggy to 2HKO it with EQ, not 75Def that I had in my last spread, 'cause at the time I made that spread, I forgot that Duggies usually come equipped with Life Orbs or Choice Bands. As I said at the time, I want him to be a check, and all Pokes make better checks when they're able to at least 2HKO their enemies or wall them to death (since Dugtrio's a revenge killer, he has to suffice on the former). On the plus side, this does allow CAP8 (with 252HP and 252Def EVs) to survive a DDDos's Earthquake before putting it out of its misery via an item boosted TBolt.
56Atk
I put the rest of the base stats into Atk, making this number 56. This is just to keep the biases in check, make sure this spread doesn't venture into Excellence territory and to keep the base stat total at 555, what I like to call the 'pseudo-limit' that no-one bar Deck Knight has gone above lately, 'cause there's no true limit in which CAP can make a base stat total.

It has the health to make sure that it can make 101 Substitutes which can be very helpful. It also gives it more bulkiness it needs overall.
It can be use as a decent mixed attacker, able to attack on both sides. It leans more to Special Attack for obvious reasons such as using Thunderbolt/Dragon Pulse/Draco Meteor instead of ThunderPunch/Dragon Claw/Outrage.
Able to take more hits on the special side then the physical side, but is capable of being a mixed tank. Being more bulky on Special Defense allows it to come in more easily on common threats such as Heatran and Stratagem, while still maintaing the needed Defense.
A low Speed stat isn't going to hurt. Since it will most likely gain access to moves such as Discharge and Thunderwave, it shouldn't need such a large Speed stat. Not to mention that it may be getting Static as an ability as well. It can still be a decent mixed attacker and can become somewhat surprising with Choice Scarf, so making this have lower Speed can make it more surprising in terms of sweeping under Trick Room, outspeeding common counters and threats, etc.

Basically, I didn't like the high HP stats that everybody was throwing out. I wanted to settle with something decent enough where it could at least hit the 300 mark without any HP investments. 81 seems like a fine enough number for this. It's not big at all, nor is it too big.
Provided you run 248 HP EVs, you tie with the base 80 HP pokemon. You get 91 HP subs, which can be used to deal with Iron Heads, Fire Punch, and U-turn from Jirachi. This can also deal with a Zapdos Heat Wave, Thunderbolt, and HP Grass. For Celebi, you can take on Grass Knot, as well as outspeeding it in order to hide behind a Sub in order to block Thunder Wave or Leech Seed. Nifty, no?
There's not really much to say for HP, only that I think that 81 is a fine enough number and that it helps balance out my pokemon to get a perfect 0.0 No Bias Rating.

I really tried to cut down on the calcs, as some of the calcs I've seen for this pokemon were kinda pointless (no offense guys ^_^) as some of those situations would never happen. However, I tried to cut down on my calcs and only show the most important scenarios.
Attack
I honestly don't know what you want to do with an attack stat when we already decided on a Special stat spread. I'll just post some stuff here in order to keep you guys satisfied and whatnot.
If you are running attack, I assume you are running a gimmick. Because of this, I am factoring Adamant Max Attack for these calcs, because that seems to be the only scenario (other than mixed) where you would use Physical on this thing. I'll also throw in some LO calcs in there for shits and giggles.

Sp. Attack
Special Attack is the main offense of CAP 8 a 90 Base Sp. Atk was deemed a bit low in comparison for it's speed. However, I would like to note that Starmie is a prime example of how a great movepool can make up for such a stat. 100 Base Satk isn't considered high for Starmie, yet it makes great use of it.
With that being said, I am predicting Draco Meteor to reach this CAP8's movepool. Like Hydro Pump is to Starmie, Draco Meteor is to CAP8.
If any of you have ever played me on CaP, you will know that I run a special Starmie lead that can actually OHKO Fidgit with a Psychic. Not only that, it can spin away entry hazards as well. It wrecks a lot of havoc, and it's surprising how hard it can actually hit.
From these calcs, I'll assume this thing runs 252 HP/180 Speed/76 Satk. 180 allows it to outrun things that hit 300 trying to stay one point ahead of Adamant Mence and stuff like that. My 252 HP was from the Defense calcs earlier, so I put the rest in Satk.
You may think that this thing hits a little soft, but in reality it's just meant to 2HKO things. 2HKOing pretty much makes the difference between 57% or 99% that much smaller.
I need not say this, but it's a given that this thing will OHKO Salamence with a Draco Meteor.

110/92/101 Defenses
This gives CaP8 great special bulk, which is good, as its fire, grass, electric, and water resists lend themselves to switching in on special attacks. The special defense is also good enough to shrug off unSTAB Ice Beams from bulky waters.
Its physical bulk is less, but it still needed a good amount to utilize its useful Steel resist. With 80 speed, it can outspeed Scizor and takes little damage from Bullet Punch. Physical Jirachi also get stopped cold. It can also take an unSTAB EQ if needed, though you'll want to avoid that.
75/97/80 Offenses
97 base special attack is nothing to scoff at, especially with moves like Thunderbolt and Draco Meteor coming off it. 75 base attack isn't bad, and can utilize high BP moves like Outrage, Volt Tackle, and Focus Punch, but it's not something to focus on unless you're running an offensive set.
80 speed lets it outspeed Arghonaut with no investment, as well as tying with Mamoswine and Dragonite. With 24 EVs, you outspeed 0 speed Suicune, should you want to do that (this will also outspeed Milotic). Starmie will pretty much always have the speed advantage on you, but other than it, you can easily outspeed just about any bulky water.

That's about the extent of things you should be switching in on. Def/SpD: 218-335. Excellent and MIXED to throw out predictability. That the opponent will have no idea if it's physically or specially dedicated, or mixed, gives this spread an instant defensive advantage.
SpA: 212-328. To pose an offensive threat when it needs to. Not epic, but still usable, and coupled with lower speed b/c this poke is mainly defensive.
Spe: 146-246. To just outrun Swampert, non-Agility Empoleon, neutral no speed Tyranitar, and most ground-types that will come in to absorb T-Bolts. I really just didn't want to encourage sweeping with this guy. That and it needs the defense stats more.

IMO making this poke a dragon changed the rules of its stat distribution more than many think it has. we are dealing with a type that has its fully evolved, non-legendaries an average of 558 BST (without altaria it would be 572) and a minimum stat distribution of 75/70/80/70/80/80. with this knowledge, i realized that there was no true "dumping stat" to use to try and over-power this poke, but it also made me realize that there were others that payed no attention to the past precedent on the stats of dragon types (i think i saw an attack of 35...)

on to the actual stats.
87/105/100 defensive stats allows for it to take hits rather well at both ends of the spectrum, with slightly higher def to deal with EQ since it is the most popular move in the game at the moment (252hp/252def with a + nature takes a max of 84.66% from 252attack + nature CB dugtrio). i also saw no reason in giving this poke 100+ hp subs, considering that the only reason for that would be seismic toss, and there is only one major user of that move.
80/98/90 offensive stats allows for this poke to hit somewhat from both sides of the spectrum. the 80 attack might seem low, but with LO a + nature and a single DD under its belt, it has an attack of 555. also, at 90 speed it would be faster than many common threats (ttar, pre-agility metagross, machamp, breloom, skarmory, scizor, gyarados, and swampert). the speed would also make it one of the faster DD users (should it gain that, since only 4 of the 6 fully evolved, non-legendary dragons have it).
may edit this later today with damage calcs, if this is still open.

Reasoning:
107 HP gives 404 hp and 101 subs with 196 EVs, allowing slight investment in other stats.
80 attack becomes decent if we give CAP 8 Dragon Dance. Also keeps him from being overpowered.
104/102 defences. With the exception of Draco Meteor, a majority of the other feared attacks are physical, as are a majority of CAP 8's threats. Tailoring the defences slightly towards defence increases the chance of surviving the threatening physical attacks. Further this spread is sturdier than the likes of Celebi, Jirachi etc.
87 sp.att. It makes sense to make sp.att higher than attack seing as CAP 8's strongest attacks are in the Special side of the spectrum. He can deal out reasonable damage with this stat.
75 speed allows CAP 8 to comfortably outspeed most walls without any investments and with some investment allows him to outspeed Tyranitar and Scizor and a few others. Will also outpace things a lot quicker than Tyranitar would with Dragon Dance.

Defenses 90/98/115: Focuses on special defense, but the physical defense is good enough for it to come in on resistances.
Attacking Stats 70/80: Low if you're trying to take out walls, but with it's speed and defenses it can come out on top against many sweepers with high powered attacks like Draco Meteor and Volt Tackle.
Speed 112: The main point of interest for this spread. Outspeeds Latias, Salamence, Flygon, and Infernape at max, and can outspeed Lucario, Heatran, and Gyarados with 112 EV's, leaving room for other EV's. Finally, it can outspeed Breloom and Metagross with 12 EV's, minimum speed Rotom, Suicune, and Celebi (not really important), and maximum speed Tyranitar and Scizor with no EV's.

Reasoning:
HP/132 - Gives good bulkiness and allows 101 HP subs without any HP investment. Plus I found this to be an effective HP when combined with my defensive values.
P.Atk/71 - Seems most people wanted a special attacker, but I wasn't completely willing to give up on physical attack. With Dragon's Dance or Swords dance combined with its defensive capabilities and speed it could at least suffice to be 'usable'.
P.Def/92 - It resists most of the common special attacks; thus the defensive stat that would benefit most from extra padding would be regular old defense.
S.Atk/93 - It gives it some punch without giving itself to being a pure sweeper. Combined with strong stabs this thing can hit nice and hard.
S.Def/67 - Even without great special defense this thing could take most special hits with ease. This just makes it so that it could take even boosted hits. If it gets Calm Mind it could really wall on both ends.
Spe/100 - I like my speed. I thought of edging it upwards a bit, but I just didn't like the feel after doing so. 100 is a good solid speed tier to belong to.
