Final Submission

Evo: Fire Lash
1: Scratch
1: Tail Whip
1: Ember
1: Helping Hand
14: Dragon Breath
19: Charm
23: Knock Off
28: Safeguard
32: Wish
38: Flamethrower
43: Dragon Rush
49: Flare Blitz
55: Burn Up
60: Explosion
60: Healing Wish

- CAP27 starts with standard moves for its typings, mixed with supportive and/or "cute" moves like Helping Hand and Charm.
- In this movepool CAP27 is meant to evolve in the level 32 to 37 range, shortly after Wish which sort of represents a magical girl's transformation cue (or her acceptance of a contract, if you prefer).
- After evolving, CAP27 is fully ready for battle and learns only offensive moves, getting stronger and more reckless (Dragon Rush, Flare Blitz) until its power overflows (Burn Up), leading it to a last-ditch effort to sacrifice itself for its team with one of its last moves (both learned at the same level) by either going out with a bang (Explosion) or lending its power to a weakened teammate (Healing Wish).
- Knock Off is here due to lack of viable parents.
- Fire Lash as an evolution move matches Salazzle.

Egg group(s): Dragon, Fairy
Aromatherapy: Ribombee
Defog: Noivern <- Braviary

Dragon Tail: Kommo-o
Toxic: Salandit

- Dragon as an egg group should be obvious, and Fairy fits CAP27's magical attitude.
- As actual Galar Pokémon, CAP27 has a low number of egg moves.
- Moves which are required but I did not feel fitting in concept are here, plus Dragon Tail as a more flavourful addition.

TM76: Round
TM79: Retaliate
TM81: Bulldoze
TM87: Draining Kiss
TM92: Mystical Fire
TM98: Stomping Tantrum
TM99: Breaking Swipe

- Most TMs are mandatory, universal or standard for CAP27's types.
- Shadow Claw is related to Dragon Claw.
- Reflect, Light Screen and Safeguard strengthen CAP27's supportive role. Dragonair also gets them (pre-Galar).
- Draining Kiss and Mystical Fire reference CAP27's cute / magical attitude, and Retaliate reinforces its team-based role.

TR83: Ally Switch

- Again, most TRs are mandatory, universal or standard for CAP27's types.
- Ally Switch is yet another team support move.
- Voice-based moves are common enough.
- Metronome is just a quirky, magical move.

I used a 4-level move pattern, similar to a couple other Dragons.

Egg Group: Dragon/Field
Fire Lash (Heatmor, Salazzle)
Defog (Farfetch'd)
Covet (Flareon)
Healing Wish (Galarian Rapidash)
Knock Off (Farfetch'd)
Toxic (Quagsire)
Wish (Flareon)
Tailwind (Noivern)
I really like the idea of a Dragon/Fairy Egg group, but given that there exists no Dragon type or Fire type in the Fairy egg group, I decided to use Field instead, similar to Darmanitan and Emboar.

TM00: Mega Punch

88 total moves, with a focus on playful, fairylike antics and explosive moves. I'll be trimming it down and alphabetizing the entire list.
Legality check on Flame Charge, Work Up, and Tailwind.

As I answer these last legality checks, know that you have 48 hours to finish up submissions. Finish strong everyone!

Flame Charge:
Legal. I dont really see a problem with it, as Speed is usually not breaking us through C&C. If your are running Flame Charge, its probably better to run Fire Lash.

Work Up: Legal. I don't feel the effect is quite strong enough and forcing CAP to a mixed set sounds unoptimal due to our low offenses relative to ther attackers. I think CAP gives too much up for this move and it simply doesn't seem competitive.

Tailwind: Legal. A bit of concern comes about how it could effect teammates and does fall into the support category, but I struggle seeing CAP running this.

Here's my two cents on movepool submissions: :P

--

Here are some numbers on the sizes of some Gen. VIII Pokemon's movepools:

PokemonLevel Up (w/ dups)EggTM (w/ dups)TR (w/ dups)Total
Centiskorch144171548
Coalossal143232258
Dragapult207272168
Flapple184171244
Hatterene154261655
Inteleon157252562

I advise that people try not to hit the cap of 75 total moves. I also advise that people pay attention to many moves should be in each category, using examples like the above as reference. Otherwise, I think of that movepool as bloated instead of flavorful. '3'

--

As it currently stands, evolution method is decided at movepool submissions for Astrolotl's pre-evolution, not here. You can certainly imply an evolution method if you make all of your level-up moves level 1, for example, but nothing explicit!

--

In general, make sure to follow the template in the OP! This means using the exact format of the hide tags and not including additional detail outside of the allowed locations!
