Although on paper, Celebi seems outclassed by Mew and Jirachi , Celebi perfoms better than both of them in filling certain roles. Due to it's unique typing, and access to good moves of each type, Celebi can check much more things that Mew and Jirachi cannot, such as Crawdaunt and Tyranitar.
U-turn lets Celebi pivot to other teammates after it has set up Stealth Rock or if threatened by a switch-in, and due to it's ability, allows it to easily sponge status. Giga Drain is a STAB attack that can heal Celebi and makes it difficult for Ground and Water teams to handle. Recover is an alternate option that allows Celebi longetivity and makes it more of a wall. Stealth Rock is the main point of this set, providing crucial chip damage that quickly stacks. Healing Wish is an alternate option allows Celebi to provide sweet recovery to less fortunate pokemon that don't have it. Thunder Wave can cripple fast teams that would give slower psychic pokemon trouble. The given EV spread ensures that Celebi has the highest bulk possible, while Celebi can kill the enemies quickly itself. Max health and 72 Defense Evs enable it to tank two Life Orb Excadrill Iron Heads, and two univested overheats in a row from Rotom-H.
Celebi adds on to a long list of powerful offensive and defensive presences that Psychic has to offer, and synergizes well with these teammates. The entirety of Psychic appreciates Psychic Terrain support, and Celebi is no exception; so Specs Indeedee-M is a great partner that can set Psychic Terrain while also being a good Ghost-type switch-in. Necrozma is a threatening wallbreaker that appreciates Stealth Rock support from Celebi to chip certain foes into OHKO range, and also appreciates U-turn support to get in easier. Reuniclus is another good setup sweeper that appreciates Celebi having U-turn so it can recover health quickly through Regenerator, which allows Reuniclus to be a good tanky pokemon. Sticky Web is optional, but a nice convenience, which makes Orbeetle a valuable lead which can also set dual screens, again, a nice convenience. A good switch-in for dark moves would be Hattrene, as if Celebi is not running Focus Sash, it gets OHKO'd by Tyranitar's Crunch. Hattrene can also set Trick Room if needed. Mew appreciates speed control if running a speedy set, so pairing these two together is a good choice.
