Approved Challonge formats in the Tournaments room

Basically going in depth about the different types of challonge tournaments a user can host. With the halt on the script and the variety of C&E's being allowed, it would be cool to let the public know about what we allow in tournaments and possibly bring some new users in.

I asked sirDonovan and he would love to co write it.
