Changes to The Competitor

Basically will outline what happened, why, and tell the readers how to contribute and why they should. We might also be able to just put up a thread in the forum but idk this might be a good thing to put in the issue too :ooo Thoughts???

Actually this might be better left up to Jellicent to write because he's EIC.

I figured I'd mention that stuff in Notes from the Editor, since I could kinda sneak it in there without taking article focus away from tournaments. I don't know if we should bother with Notes each time for consistency, but if we have something to announce, that's a good article to sneak it in while generally hyping what's in the issue as well to keep the reader interested.
