Kinda new to RMT so this may be no help at all, but I would switch Flygon with Salamence:

Sorry, I'm not too keen on the moveset but use these:
~Outrage
~Draco Meteor
~Fire Blast/Hydro Pump
~Brick Break/Stone Edge
~Earthquake
 
The first thing i noticed was a pretty bad Sub Tran weakness :[ It can come in on Bannettes Will O wisp and proceed to cause havoc on your entire team, as Toxic / Will O Wisp is going to severely cripple Porygon 2 (whos TBolt is not breaking the sub) or Toxic / WoW Flygon, who will not enough being burned, as then generic special walls like Blissey and Flygon can wall him.

Is Bannette reall needed on this team? Sure it gets +++ for cool points, but i think something like Impish Restalk Gyarados would help a lot more here, being able to switch in on fighting attacks which are causing you trouble, provide a sub tran check (as long as it is not carrying hidden power electric!) and provide a good status absorber.

For starters, u get cool points for having porygon2. p2 is awesome.

Anyway, the Salamence idea sounds pretty good, i don't much use Salamence myself, but it is a good way to put a check on fighting pokes that don't have a stone edge/ice punch that can OHKO it.

I agree with august about the gyara. Intimidate+fighting resistence and Earthquake immunity make Gyara able to counter a lotta choice users and fighting types in general.
 
Once Banette is gone you have a LO Sweeper Starmie weakness. You could switch in Heatran and explode, all though you would have to use something as death fodder first. LO Hydro pump kos Heatran Lucario and Forretress, Tbolt for Gyarados.
Basically. Sweeper Starmie weakness except for Porygon2

I find most teams are weak to sweeping LO Starmie, so it helps having >1 counter. Maybe you could run Crunch and Focus Sash on Luc to help remedy that?

No, that wouldn't be worth it.

any reason for Dragon Pulse over HP Ice? Hidden Power revenge kills dragons just as Dragon Pulse does, unless you don't like kingdra.
