Personally I'm conflicted over the vote. If it was heat rock this was an easy ban for me, but I don't see myself ever touching bulbasaur without chlorophyll -- it's pretty much a death sentence to bulba but cherubi is the one physically leaving. I achieved Rufflet reqs with bulbasaur as the setter just for himself which alone is no way ban worthy, and I don't like that I lose that option with this suspect targeting only chlorophyll.
