Jolly + 220 Speed nets Mamoswine 276 speed, which, with Choice Scarf, will be 414, enough to safely outrun everything that matters.

Peck will 2HKO Hera, but it's the best damage Mamoswine can do (Ice Fang is lol, Earthquake is resisted, Stone Edge 3HKOs).
 
I would use Adamant, with Jolly Mamoswine lacks power in his Ice attacks.
Aerodactyl and Jolteon are outsped with Adamant, switching out of Heracross (even if you're Jolly the enemy Heracross may be Jolly too and OHKO you).
 
You'll lose to Jolteon and Aerodactyl if you're Adamant, but Choice Scarfers need as much attack as they can get. For instance, Jolly could very likely fail to OHKO Tyranitar, but Adamant has an excellent chance, which could be important if you're facing a Dragon Dancer. In any case, you can still hit 384 to beat Weavile and Swellow, so it's mostly all good.

This EV spread lets it reach exactly 384 after Choice Scarf. I'm still not sure on the last move =/
 
Jolly outspeeds Scarf Cross, and you'll need to outspeed it if you wanna make good use of peck lol

Edit: You mean 388 instead of 348, don't you? You can run 244 Spd because you still outspeed Joly Weavile, but it's almost pointless because you'll only get +1 HP.
 
How do you get 348 speed out of that?

248 Evs gives it 387 speed after the Choice Scarf boost. And I'd just run max speed and attack, 1 extra HP isnt gonna do anything.
 
Id just go max speed and attack though, so you can at least beat CS Medicham some of the time, and other base 80s.
 
Hey, Mamoswine needs 256 Spd to outspeed Joly Weavile, so you can go with Max Atk/240 Spd/16 HP.

Or maybe 248 to as posted before to outspeed Timid Jolteon that usually run 385 Spd (as pointed on Jolteon's analysis).

But it's not important, +4 HP doesn't really matter on a choicer set, and and there's no big difference between 384~387 Spd.

If they run max speed (which shouldn't, IMO).

I wouldn't bother with Heracross since you can't even OHKO him, so I can hit harder on the switches. But that's just me.
 
Hey, 236 Spd gives you 382 Spd, so you'll be outspeeded by Jolly Weavile, go with 240 at least (384 Spd, outspeed Weavile)
 
Definitely go with Body Slam for the 4th slot, as the 30% paralysis rate will let you outspeed everything with CS. I suggest 1 other pokémon with a paralysis move in your team, as it is great support to Mamoswine.
