Pros:
-getting a new boosting move ( tidy up ) can finally boost its mediocre attacking stat and not only that it can now remove hazards without worrying about Gholdengo which is huge with this current meta-game
-A pretty good abuser of the new item loaded dice which can finally Drop the ability skill link and use its other amazing ability technician
-pretty wide move pole with a great stab and wonderful coverage that goes well with its ability and the item loaded dice

Cons:
-very frail Pokemon with 75/60/60 it will get one shotted with basically any move meaning that setting up with tidy up a risky thing to do
- although it has wide coverage it can't hit Steel Pokemon making Kingambit, corviknight, heatran, and Archaludon a counter for it
-Tera Potential:

Conclusion :
Scarlet and Violet gave this little cute fella nice buffs ( loaded dice and tidy up ) i have high expectations for this guy, it's surely worse than maushold and won't get a place in OU or UU but i believe it has a place in RU and probably NU.​
 
Triple Axel nails the Quad Weak mons who all pose significant concern to Cinccino like Garchomp (3 hits so you also don't kill yourself on the Tank set), Lando-T, and Gliscor (i.e. literally the best Defensive mon in DLC1 and I expect another front runner this one), still hits most Flying types, retains Technician Boosting, and picks up a few different targets trying to switch in like Amoongus, Roaring Moon, Dragapult (and most Dragons in general), a harder hit on Ting-Lu (if using Tidy up for Hazard clearing too), and one less entry point for Great Tusk.

Rock Blast hits Moltres harder and doesn't make contact with it or Zapdos as a fair point, plus takes on Skeledirge, Gouging Fire, and Volcarona better.

Honestly Cinccino is odd is having such limited coverage and still having 4MSS in OU.
