What is the bug?
Suicune with Hydro Pump is not permitted on teams in the VGC 2009 format. This would be correct in normal circumstances, as Suicune does not learn Hydro Pump until level 71 in Generations III and IV, and VGC 2009 must have Pokémon at or below level 50.

However, it is possible to obtain a Suicune with Hydro Pump at or below level 50. If Suicune is not snagged during the initial encounter with Cipher Admin Venus (where it knows Surf), it can be snagged from her in Under Colossseum specifically knowing the move Hydro Pump at level 40.

The Japanese player era404 uploaded proof of this in 2008, presumably to show other players during the VGC 2009 season how to legally obtain a Hydro Pump Suicune for VGC 2009.

Enter a Suicune into teambuilder in the [Gen4] VGC 2009 format and watch as the validator does not let you use it.

As seen in the video, and for anyone who has a copy of Pokémon Colosseum, a Suicune with Hydro Pump can be obtained at level 40 in the post-game under unique circumstances.
 
"Event" Limitations
This is literally a normal Suicune caught in Pokémon Colosseum, except it gets Hydro Pump at level 40. That's it.

PID/IVs
Based on my PokéFinder investigation, Suicune in Colosseum is a Non Shadow Lock Pokémon. This means there aren't any additional limitations on it. It can be shiny and can be any nature. It seems to be locked to Ability 0, but that makes no difference because Ability 1 and Ability 0 are the same in all Generations so far.

The only stat limitation on this Suicune are legal PID+IV combinations. However, given that Showdown tends to ignore these (Try it out yourself, 31/02/30/31/31/31 Timid Zapdos is literally impossible to obtain in-game but is "valid" on Showdown in Gen III OU and later), I imagine devs will not bother to implement PID+IV checks for this one particular Suicune since it's just a normal Suicune with Hydro Pump at level >=40.

Moves
Since this level >=40 Hydro Pump Suicune is obtained in Pokémon Colosseum, it is not an event Pokémon and therefore cannot learn event-exclusive moves:
Crown Beast Suicune - Sheer Cold, Air Slash, Aqua Ring, Extremespeed

A Crown Beast Suicune can learn Hydro Pump normally at level 71, but not at the levels <=50 required for VGC 2009.
