Pending Consolidate tour/challenge battle rule names

Custom rules for tours/challenges right now have different naming conventions that make it easy to mixup/forget what each rule is named such as the current formatting for some rules being "inversemod", "gen8sharedpower", and then just "blitz". It would be nice if we could get at least an alias for each of the ones with extra formatting to simply be the base name like just "inverse". This also affects searching up rulesets with the /tier and /om commands as you have to remember the correct formatting there as well.

Making custom rules aliasable might be nice, but the specific examples here raise some potential problems. E.g. if "inversemod" had "inverse" as an alias, if the base Inverse format was added back to the main server as OMotM, etc, then their aliases would most likely would collide and it would be unclear what "inverse" should do, even though both have legitimate use cases (adding the format if you want the bans for balance reasons, adding the functionality rule only if you wanted to do Inverse AG without having to deal with unbans, etc).

Just renaming rules without aliases shouldn't be done lightly since it would be a breaking change to existing tour/challenge codes and potentially lock in conflicts like the above example, making them harder to fix without further breaking changes.
