This is a prototype stallmance. This could be a good staller due to his base stats.
 
Brightpowder is also often banned, at least where I play.

Captivate is rather unreliable, having to rely on the opponent's gender to be useful at all.
 
Outstalling with what? I see an evasion move, an evasion item, a healing move, a useless Sp. Att lowering move, and Dragon Claw. You'll get walled by any Steel type. Not to mention Double Team is banned and frowned upon anyways. This is just bad.
 
Since DT is banned, like the others have said, and if you are doing that just for Casual play, you might as well use a hax Storm-Bright-Sub-Double-Chomp. >.>
 
if you want to use an evation based poke you could use something like a
bright powder garchomp with sub, swords dance, eartquake and d. claw, and a stalling salamence its very difficult because it has a lot of common weakens, but if you want to use a tankish set you could use something like roost, dragon dance, dragon claw and earthquake, but i would not recommend it, the objective of mence its to hit hard and fuck people, but that mence can be very dangerous
