I am unable to find any way to access that page without a direct link. My new-player instinct was to go to the "Help" chat room where I found a "Frequently Asked Questions" link. This opens an FAQ, which covers both chat room questions as well as game mechanics, so I assumed that this was the only FAQ (wherein the absence of autoconfirmed information was noted). If a direct link to the /pages/faq page could be added somewhere conspicuous it would help a great deal.
