Celebi, is a decent lead in my opinion. Sets up rocks, OHKO's opposing Swamperts and Hippowdon with a STAB Leaf Storm. U-Turn against anything that I feel necessary, and keep Celebi alive incase of Vaporeon, as Vaporeon screws Suicune. Earth Power is useful against Metagross.

My favorite wall in the current OU meta. Surf, being the only attack on it for this set, becomes amazingly powerful after a few Calm Minds, capable of taking down entire teams with it. Rest/Sleep Talk go together in order to prevent Suicune from being KO'd, and helps set up Calm Mind. The only thing that wrecks this guy is Vaporeon with it's Water Absorb.

Amazing Supporter and Rapid Spinner. Sets up Toxic Spikes to help the Crocune Sweep a bit more. Rapid Spin clears away opposing Toxic Spikes, Stealth Rocks, etc. Explosion to deal massive damage. Gyro Ball deals decent damage against Dragon Dancers, and speedy Sweepers.

My Revenge Sweeper. Great type coverage overall. I picked HP Grass > Explosion because how badly Vaporeon screws this team up. Dragon Pulse for opposing Salamence. Perfect with Celebi and Suicune, because of the great type coverage complimenting each other.

I lacked a Physical Sweeper, so I just added him in for denting into teams. Combo with Heatran if I U-Turn expecting a fire attack, however if they go EQ instead when I switch into Heatran, QQ. Pursuit punishes Ghosts and Psychics. Superpower WRECKS Blissey. Usually if I predict EQ coming along when I U-Turn, I switch into Salamence.

I love switching in this guy via Scizor's U-Turn. Draco Meteor is pretty much going to OHKO or almost OHKO any pokemon in the current meta. Flamethrower to scare Ice types. Brick Break to damage Darks, and breaks Reflect/Light Screen. He's a lethal Wall Breaker.

I just wanted to point out that Vaporeon can't do anything to stop you from setting up CMs, and you can easily pressure stall him out.

I see a HUGE infernape weakness on your team. Mence and Crocune are the only things that don't get destroyed by it's stab, and most Infernapes carry Stone Edge/HP Ice.

A second thing. You have 3 steels, along with two pokemon of the same dual-type. That is highly unrecommended for type synergy.

Because of this, I recommend you either replace Forretress or Scizor. Scarf Flygon can act as a scizor replacement, since you still have U-Turn scouting, and Outrage/EQ from Flygon hits about the same as CB Bullet Punch. In addition, Scarfgon makes a decent check to Infernape
 
A Modest lead? Go for a Timid nature instead, so you may be able to out speed several slower base speed pokemon, such as Machamp, Gliscor,
or a potential Tyranitar (assuming they are not all running max speed!), and U-turn out or SR. I honestly don't like Celebi as a lead, due to its poor typing. That doesn't mean you can't use him as one, but he is much better suited to mid-game switch in running a T-wave and Substitute set.

I have never fought a Suicune, nor even used one. Perhaps, if Vaporeon is really giving you so much trouble, try Ice Beam. You lose STAB, but you get excellent coverage. Or, you could ditch the sleep talk, and simply pop in Roar for a 1/3 chance to switch something out.

Rapid Spin does NOT work well with Explosion, regardless of your reasoning. Why? You always want to have the option to spin when you need to (in this case against a Physical attacker.) If you want to work with Explosion, manage to put up Spikes and optional Tspikes. Payback is a good option considering it is so slow. If you want to keep him as your designated spinner, keep you hazards in, keep Rapid Spin, and add Payback. Toxic is a viable option for either sets.

Heatran is okay, though you may want to keep testing with Explosion. Results can never be perfect!

Scizor should be holding a Life Orb instead of a CB because of options. Options will save your life. I pretty much use the same set on my Scizor.

Your team needs more Physical. Make Salamence physical, please. A Blissey can possible Toxic stall all of your physical sweepers, though there is also many more threats.

Eh, your main weaknesses is fire. Find a team mate that counters Heatran, Infernape, and Azelf. Your also lacking a Ghost type move anywhere on this team. A defensive Dusknoir, or if you can get rid of one of those precious sweepers, add a Gengar. And that is all my advice. If you need anything else (reasoning, ect), just ask.
 
Forry is out of place here. You don't have a spin blocker, this really isn't a stall, or even defensive, team, save suicune. I would suggest a choice scarf rotom here, to revenge gyarados, who is a big threat, and deal with vappy.
 
Personally since you labled Vaporeon as a threat to Crocune. (Pressure Stalling is not really viable unless its 1v1) I support the dropping of Forretress. I suggest a Mixpert instead as it will set up Stealth Rock for you and its only weakness to covered by most of your team.

I then suggest a Roserade lead over Ceelbi. Roserade has pleanty of oppotunities to set up Toxic Spikes and can also cripple a lead with sleep. Toxic Spikes suports Suicune by weakening other bulky water types. YOu lose Stealth Rock but as I suggested, Swampert can set that up for you.

Celebi should really carry leftovers instead of focus sash, since it is not a suicide lead, and can be used in the mid to late game as a cursepert/ddgyarados(that has been worn down a bit due to stealth rock and sandstorm etc) check. In any case, there's not really a lot of lead that can one hit a celebi. The only thing i can think of is infernape and heatran. Infernape kills you anyway with fake out and fire blast, and heatran will usually put stealth rock first which lets you kill it with earth power before it kills you. Thus leftovers > focus sash.

I really suggest that you use a mixpert then switch to a breloom or roserade lead, both of them using a scarf and dump the scarf on tran for an expert belt to fake the scarf.

Next if scizor is used for "denting" teams then use a scarf gon or maybe use a sub tran set and keep zor maybe.

Vaporeon with Ice Beam pretty much laughs at your team. Pressure stalling with Suicune is pretty dumb, especially if Vaporeon isn't the last Pokemon. Celebi cannot continuously take Surfs/Ice Beams, due to lack of recovery, so why don't we fix that, shall we?

An option is to place Stealth Rock over Gyro Ball/Explosion on Forretress. Placing two attacking moves is so useless on such a defensive Pokemon, since you will hardly ever be using both of them. I recommend discarding both Gyro Ball and Explosion in favor of Earthquake as your sole attacking move on Forretress. Why? This keeps Jirachi from setting up on you and hits Tyranitar for super effective damage. The addition of stealth rock on Forretress allows you to keep both U-Turn and Earth Power on Celebi.

A Celebi "anti-lead" set without stealth rock may seem odd, but it beats almost every lead out there, barring Machamp, Infernape, and Gliscor. Even if you decide to keep Stealth Rock on Celebi and the two attacking moves on Forretress, it still provides you with a good bulky water utility counter late game. U-Turn is an awesome move, though, as it allows you to beat Azelf leads most of the time, by breaking the sash, U-turning over to Scizor and OHKOing with Bullet Punch. Whenever I put a Scizor against an Azelf, they usually succumb to Bullet Punch, fearing a Pursuit.

The EV spread is the most practical in my opinion. You do not need any more than 116 SpA EVs to hit opposing leads very hard with Leaf Storm (2HKOing Azelf & Aerodactyl), and the rest is placed into speed and HP. You may place 252 Speed EVs to guarantee a tie with other positive natured base 100s, but since that speed is seldom found in the lead metagame, I suggest you keep 216 Speed EVs in order to out-speed both positive natured Roserade and Gliscor.
