What is the bug?
When using a certain challenge code (in National Dex RU), and attempting to use National Dex only moves (i.e. Signal Beam in my case) returns an error message saying that the move is not in Gen 9. Which it isn't, but since the base format is National Dex and I did not remove any obtainability rules.
After some testing, removing the

Yes, use the challenge code to validate a team with moves not in Generation 9. It doesn't validate those moves.

-All Pokemon rule seems to fix the issue. But the Pokemon validation rule shouldn't change the move validation.(uchiP is just a nicknamed Pichu)
