D/P Move Tutor

Does anybody know if there is a Move Tutor in D/P that lets you relearn forgotten moves? And if there is, would it be possibly to transfer my Gyarados to D/P and make it learn Ice Fang if it's past the level it would normally learn it at?

There is one, he's in the city with the fourth badge. And yes you could get Ice Fang back.

Yes, which you can mine Underground or find a few scattered about the region.

Wild Luvdiscs hold them, too.

See? Luvdisc DOES have some sort of use.

Which are also apparenty very difficult to find.

You can't find Luvdisc until after the Elite Four when you get the Super Rod (yeah, you get it AFTER the Elite Four O_o).

Then you just fish for them in the same place as always: outside of Victory Road.
