What is the bug?
Challenging a person in randoms, I switch into scarf gardevoir with trace into his oricorio pom pom quiver dance. My mon traced the ability and used QD successfully the first time, while the second one the game said "But it failed", ignoring the just traced ability Dancer. Here's the replay

Are you able to replicate it? If so, how?
I think so but I'm not sure, I would need another similar situation
 
This is not a bug. Gardevoir was Choice locked into Psyshock, which means it could not successfully use Quiver Dance anymore. The first time it worked because Gardevoir didn't have Quiver Dance in its moveset, so there was nothing to lock into. This is how it works in-game.
