Wartortle's mono Water typing and respectable bulk allow it to excel in defensive roles. Surf allows Wartortle to threaten Koffing as well as Rock- and Ground-types such as Cubone, Onix, and Rhyhorn. Seismic Toss is Wartortle's most consistent attacking move, as it allows Wartortle to chip switch-ins such as Flaaffy, Noctowl, and Porygon, forcing the latter two to use Rest or Recover. Alternatively, Toxic compensates for Surf's inability to chip other Water-types like Seaking and Wartortle, threatens Porygon, and forces Noctowl to use Rest. Refresh allows Wartortle to shrug off burn and poison, which otherwise severely limit its effectiveness in defensive roles. Protect allows Wartortle to gain passive recovery from Leftovers more easily and provides an excellent opportunity to scout Choice Band users such as Seaking, Aipom, and Doduo.
