May I know what is the best way to use deoxys (Evs nature etc) in the 4th gen?

All Deoxys-FR should be max speed/Sattk, Modest/Mild/Rash

Okay thanks. I dont like the looks of that 70 accuracy though on focus blast. I may seem like a bit of a n00b here, but will a special attack fighting move be able to KO bliss?

Needs more Superpower and Ice Beam.

SAtking Fighting moves don't do as much to Bliss as physicals.

Nope, it's a 2HKO at best.

Superpower is still the way to go for Blissey, plus you won't have to risk missing against Darkrai and Dialga.

Life Orb or Focus Strip are good items for it.

Superpower/Shadow Ball/Grass Knot (for both Kyogre and Groudon) /Ice Beam offers good coverage against other ubers.

Rash or Mild, either works. Life Orb Superpower will OHKO Blissey easily.
