The extremely harsh sunlight set up by Desolate Land doesn't activate Protosynthesis. That's it.
I hope that this is an oversight and can be fixed - my natdex draft season could depend on it - but if it's intentional, then I again apologize :D
Are you able to replicate it? If so, how?
Have a pokemon with Desolate Land and a pokemon with Protosynthesis be on the field together
