Diggersby is a strong physical sweeper. Its main purpose is to deal with many specials defensive pokemon that mons like :Tapu Koko: :Slowbro: and :Tornadus-Therian: struggle with. It has strong STAB moves with Earthquake and Body slam, along with U turn to pivot around bulkier walls like :Corviknight: and opposing :Slowbro: . It also has quick attack that can finish off possibly set up mons that are to fast, like Volcarona. It also has STAB on quick attack which helps al lot.

Tapu Koko is a heavy damage dealer. It's main goal is to rack up kills with thunderbolt and dazzling gleam. It also has a good option in volt switch to help pivot around the bulkier opponents like :Slowking-Galar: or :Corviknight: . While it can't volt switch around ground types, you have the synergy with :Slowbro: to help take out the ground types so you can constantly volt switch around. Slowly applying chip.

Tornadus-Therian (M) @ Heavy-Duty Boots
Ability: Regenerator
EVs: 248 HP / 96 Def / 164 Spe
Timid Nature

- Heat Wave / Knock Off

Tornadus is the hazard remover of the team and a fast kind of bulky pivot. You could run Knock off or Heat Wave on it as the 3rd move. Knock off allows you to remove items which could help, but otherwise, opponents like :ferrothorn: can give the rest of the team trouble. Not having Knock means the opponent gets to use their item which could be problematic depending on the matchup. You can slowly chip off ferrothorn with volt switches and earthquakes from :Diggersby: and :Tapu Koko: as an alternative if you run knock.
:Blissey:
Blissey (F) @ Heavy-Duty Boots
Ability: Natural Cure
EVs: 252 HP / 24 Def / 232 SpD
Calm Nature

Blissey is the specially defensive pivot of the team. It helps deal with pokemon that would be threats otherwise like :Zapdos: and :Dragapult: . It sets up rocks on the other team and has seismic toss for chip.
:Melmetal:
Melmetal @ Assault Vest
Ability: Iron Fist
EVs: 252 Atk / 224 SpD / 32 Spe
Adamant Nature
- Double Iron Bash
- Earthquake
- Ice Punch
- Thunder Punch
It took me a bit of time to find a 6th pokemon but I finally settled on Melmetal. Melmetal is one of the big sweepers that can crush pokemon like :Slowking-Galar: or :Clefable: . It has ice punch to hit some targets like :Landorus-Therian: :Garchomp: and :Dragonite: . It has earthquake to hit fire and steel types. It has high enough special defense with the evs and the assault vest so it can threaten :Heatran: and :magnezone: accordingly.
Threats
:Ferrothorn:
Ferrothorn is hard to crack. Heat wave dosen't OHKO and if Ferrothorn can get a leech seed up, it can be difficult, getting a heat wave then applying chip is the best way to deal with it.
:Zeraora:
Zeraora has a strong stab move in Plasma Fists making it difficult for Slowbro to tank the hit. Diggersby can switch in but its risky as Zeraora usually has close combat and it will kill Diggersby if it lands one succesfully. Best way to deal with it is to force switch ins when Tapu Koko is out, or to have a healthy Melmetal in play.

Sorry for being late here, I was kinda busy getting reqs for the suspect test. Anyway, I see you got a cool Diggersby squad here. Banded Diggersby is very strong breaker, but it struggles to get a place for itself in the OU tier because of its average Speed and the availability of better Ground-Types like Landorus and Garchomp. It is still usable in the tier as Huge Power boosted Earthquakes are hard to play against. It also have STAB Quick Attack for a priority move, somewhat helping it with its speed issues. I tested the team as soon as I got the chance, and it's a pretty well built overall, but I found a few issues which needs to be taken care of. First of all, the team lacks a proper Zeraora check like you said. Physically defensive Ferrothorn is also hard to break without Heat Wave on Tornadus, and the tier has a plethora of Pokemon that are immune to Earthquake, like Landorus, Mandibuzz, Corviknight, Skarmory, (these two also resist Body Slam) etc. which doesn't allow Diggersby to spam its STAB moves freely. Hence, I made some changes to the team. So that being said, here is what I recommend-

Major Changes-

Magnezone @ Leftovers
Ability: Magnet Pull
EVs: 252 Def / 116 SpA / 140 Spe
Bold Nature
IVs: 0 Atk
- Iron Defense
- Body Press
- Thunderbolt
- Substitute
While Specs Koko is a very fast and strong wallbreaker, Ground-Types are really troublesome for it, as you have to predict every time and because of this, it's difficult to pressure opposing Flying-Types like Corviknight. Magnezone fixes this issue by trapping and eliminating most of the Pokemon that Diggersby struggles to break through, like the aforementioned Corviknight, Skarmory, and the rare Celesteela, while still pressuring Mandibuzz, Tapu Fini, and opposing Tornadus. It also traps and sets up on Ferrothorn, helping Tornadus to freely run Knock Off. While you will lose the Speed Tapu Koko provides, Magnezone brings much more on the table and fits the team just as well.

Melmetal is a good Pokemon, but it seemed kinda random in the team. It does check SubRoost Kyurem, but its other roles in the team are pretty much covered by other members, (Clefable gets 2HKOed by Banded Earthquakes from Diggersby). Ice Punch may seem nice, but Slowbro takes care of Dragonite and Landorus. So why not use a Garchomp instead? It takes advantage of Magnezone trapping pesky Steel-Flying-Types and Diggersby weakening Landorus for it to sweep late game. It forms a great Ground spam core with Diggersby and also provides you another Heatran answer and most importantly, it checks Zeraora, which as already mentioned, is a pain for the team, all in one slot. As for the set, Stone Edge gives you a way to immediately pressure Zapdos and Mandibuzz, as the team has to rely on Knock Off+Toxic to wear them down, but Scale Shot can also get the job done (sometimes), while boosting the Speed of Garchomp, making it harder for Dragapult and other faster Pokemon to revenge kill it.

I don't know what that EV spread does as you didn't explained that, so I changed it to be as fast as possible. Since Tapu Koko is replaced, the team was lacking Speed control, so I though it was a necessary change. That, and outspeeding a random Alakazam, and speed tying opposing Tornadus seems good too.

Ability: Natural Cure
EVs: 252 HP / 252 Def / 4 SpD

Not having Toxic or Thunder Wave on Blissey is not a good idea. Volcarona will easily set up on it and sweep the whole team. So use one of them. Crippling opposing threats helps the team as well, enabling them to break more easily. Garchomp takes care to Stealth Rocks, so Blissey will not become a setup bait. You can replace Teleport with Stealth Rocks and can give Garchomp another coverage move instead, but Teleport keeps the momentum going and gives free switches to your other members.

Like every team, this team has its weaknesses, like Tapu Lele and Kyurem, since I replaced Melmetal, but the former usually runs a Specs set, so Slowbro and Blissey should suffice to take care of that. Kyurem can also be dealt with, depending on its set. If it's Specs, then Blissey can somewhat handle it and it gets chip by Rocks really fast too, and if its SubRoost, then again, Blissey can Stall it and Knock Off from Tornadus also helps in removing its Boots. Even Icicle Spear Kyurem can be dealt with Magnezone. The team is kinda offensive, so you should play accordingly and try not to play too passively. That is all. Edit: This helped alot. I also figured out before how Blissey couldn't actually deal with Dragapult in the long game, so using toxic helped alot. The Magnezone edition helped alot as it helped get rid of those Steel types like Corvinight and Ferrothorn that the rest of the team struggles with.
The Tornadus evs were so it could help check Kartana and Rillaboom.
