Takes a long time to decide on Q1..... But I will say that I'm not comfortable with giving fast Pokemons (eg. Ninjask that stalled one round to get a Speed Boost) a surefire way to avoid almost all attacks and/or force their opponent to dedicate one more Substitution. Screw Encore, though.
