Download doesn't proc when switching in on a fainted mon.

Simply KO a Pokemon with a Pivot move, then switch in Porygon-Z

This is correct behavior. A switch-in after U-Turn always resolves completely before the fainted mon is replaced. For the same reason, U-Turning in a mon with Intimidate won't drop the replacement's Attack.
