With the combination of Substitute and Disable, Dragapult can easily force those pesky Choice item users, like Iron Valiant, Urshifu-R, and non-Choice Scarf Hoopa-U, into Struggle. Will-O-Wisp is always helpful against physical attackers like Donphan, Hisuian Avalugg, and Meowscarada, which tend to use super effective attacks, activating Dragapult's Weakness Policy. This allows Dragapult to KO them with its own attacking move, Hex, which also notably 2HKOs Metagross after it has been burnt. The EV spread on Dragapult helps it survive a Choice Band Triple Axel from Meowscarada, as well as outspeed Spectrier, letting it use Substitute and then Disable on Spectrier's Ghost-type attack before using Hex. It is worth noting that due to a lack of consistent ways of attacking them, Dragapult is guaranteed to lose against Normal-type Pokemon like Ursaluna and Porygon-Z, so it is suggested to use Pokemon that can hit them super effectively, like Urshifu-S and Iron Valiant. Similarly, Fire-type Pokemon that are immune to burn like Entei and Volcarona are an issue for Dragapult, so Water-type Pokemon like Walking Wake and Manaphy may also serve as good teammates.

Substitute is specifically chosen over Protect due to its immunity against status conditions, forcing the opponent to choose an attacking move that Dragapult can Disable later on idk if sub over tect is worth going over in a spotlight but if you do keep it - where is this helpful :). Will-O-Wisp is always helpful against physical attackers like non-Choice Band Donphan and Hisuian Avalugg, which can also help in breaking their Sturdy ability. this is mainly for meowscarada and these are kinda just a side benefit - also wisp should be beating band phan (and usually lugg too) bc of WP boosted hex, might be good to mention that (with cool language) early Finally, Hex allows Dragapult to deal consistent damage to the majority of the metagame, notably 2HKOing Spectrier and Metagross after it's they have been burnt.
