Nice guys always finish last...
[OVERVIEW]

*Drilbur is the best Rapid Spinner in the metagame, it is a great hazard removal option for teams that don't want to remove their own hazards via Defog.
*Drilbur beats many hazard setters 1v1 such as Pawniard and Mareanie.
*It has great neutral coverage in Earthquake and Rock Slide, allowing Drilbur to have amazing offensive presence.
*Drilbur can either be a good support Pokemon with access to Rapid Spin and Stealth Rock or a threatening sweeper with Rapid Spin and Swords Dance.
*However, Drilbur lacks in offensive presence, which makes it necessary for Swords Dance to be run in order for it to become more of an offensive threat.
*Drilbur only hits 17 Speed, and due to its subpar bulk it is vulnerable to strong offensive threats like Farfetch'd Galar.
*Drilbur has difficulty breaking past common defensive Pokemon like Ferroseed.

[SET]

[SET COMMENTS]
Set Description
========

*Rapid Spin allows Drilbur to remove hazards, while giving it a +1 speed boost.
*Earthquake is Drilbur's best STAB move, allowing it to deal decent damage to every non-resistant Pokemon.
*Rock Slide gives Drilbur perfect neutral coverage, allowing it to hit Pokemon that are immune to Earthquake such as Drifloon, Vullaby, and Rufflet.
*Swords Dance can be used to increase Drilbur's Attack, making it a threatening sweeper. Swords Dance also synergies well with Rapid Spin, making Drilbur a great Set-up sweeper.
*Stealth Rock allows Drilbur to deal chip damage to opposing Pokemon switching in.

Set Details
========

*Maximum Speed with addition to a Jolly nature makes Drilbur as fast as possible, allowing it to outspeed Jolly Pawniard and Rufflet.
*76 EV's in Atk helps utilize Drilbur's attacks, while being able to 2HKO most Vullaby sets after Stealth Rock.
*The rest of the EV's are placed in Def and SpD to allow Drilbur to take hits from Diglett, Vullaby, and Mudbray.
*Berry Juice can also be used over Eviolite, allowing an increase in longevity when activated, but then you are sacrificing the added bulk Eviolite provides.
*Eviolite is the item of preference because of the added bulk, and being able to take certain hits that non-Eviolite sets can't.
*Mold Breaker is used to help surpass abilities like Sturdy and Levitate.

Usage Tips
========

*Drilbur's access to a powerful STAB Earthquake can force Pokemon such as Pawniard and Onix to switch out. This gives Drilbur the opportunity to remove hazards with Rapid Spin, set Stealth Rock to support its teammates, or boost its Attack with Swords Dance.
*Pokemon that are faster or are capable of revenge killing Drilbur, such as Choice Scarf Chinchou, Wingull, and Corphish, should be removed from the game earlier to help Drilbur either get a Rapid Spin off for other Pokemon to sweep or act as a late-game sweeper itself.

Team Options
========

*Flying-type's like Vullaby and Wingull don't appreciate Stealth Rock, and appreciate Drilbur's ability to remove them, and in return Drilbur benefits from Vullaby and Wingull as they threaten Grass-types, such as Oddish.
*Having Pokemon that can be brought in against Water-types, like Corphish and Frillish, that threaten them, such as Ferroseed and Chinchou benefits Drilbur.
*Pokemon that don't appreciate the chip damage from Stealth Rock, such as Cutiefly and Vulpix, benefit from Drilbur's ability to remove them. Drilbur also fits in well with Sticky Web teams that don't want their hazards removed by Defog.
*Having additional hazard setters, such as Ferroseed, Mareanie, and Dwebble that give chip damage to the opposing team helps Drilbur's job of cleaning up easier.

[STRATEGY COMMENTS]
Other Options
=============

*Another option would be Sand Rush, however Drilbur will lose out on Mold Breaker being able to bypass Sturdy on Onix. This also means the addition of Sand Stream Hippopotas, which has the same Ground-typing as Drilbur, thus adding on to the Water- and Grass-type weakness.
*A Choice Scarf set can be used to outspeed other Choice Scarf users like Rufflet, but Rapid Spin already gives a +1 Speed boost, and you are sacrificing its ability to Swords Dance and sweep, and Mudbray outclasses Choice Scarf Drilbur.
*Life Orb can be used over Eviolite to hit bulky Pokemon like Spritzee and Ferroseed harder, but it is not worth getting rid of the extra bulk Eviolite provides.

Checks and Counters
===================

**Grass-types**: Ferroseed resists all of Drilbur's attacks, and in return threatens it with Bullet Seed. Oddish can tank a +2 Earthquake and in return revenge kill with Giga Drain.

**Water-types**: Pokemon like Corphish, Wingull and Choice Scarf Chinchou are able to revenge kill Drilbur, but they must be cautious when switching into Drilbur's moves.

**Faster Pokemon**: Drilbur gets outsped and OHKO'd by faster threats like Energy Ball Cutiefly, Choice Scarf Farfetch'd and Wingull.

[OVERVIEW]
  • The very first point should be that Drilbur is the best Rapid Spinner in the meta.
  • You don't need to talk about what Spin does beyond saying that it makes Drilbur a good option for teams that don't want to remove their own hazards
  • You should talk about how Drilbur can beat many of the tier's hazard setters 1v1, which is nice
  • Talk about Drilbur's perfect neutral coverage with Earthquake + Rock Slide - this gives it good offensive presence and gives it two customizable movesets
  • You should make it clear that Drilbur can be either a sweeper with Rapid Spin and Swords Dance boosts or a good support Pokemon with Spin+Stealth Rock
  • I think you misidentify Drilbur's biggest weaknesses. As I see it, they are:
    • Not quite enough offensive presence - this makes it reliant on a Swords Dance to be very threatening
    • Difficulty breaking past some common defensive Pokemon
    • Not enough Speed to make up for its average bulk

[SET]
Looks fine to me, except change the order in which Evio and BJ are slashed

[SET COMMENTS]
Set Description
========
  • Again, mention EQ and Rock Slide having perfect neutral coverage
  • In the Swords Dance point, mention that it synergizes well with the Rapid Spin speed boost
Set Details
========
  • Change your Evio and BJ points to reflect the above change
  • You should give examples in the first point - what is Drilbur running maximum speed to outrun?
  • Your third point is about Vullaby. Assuming you meant Drilbur, specify which moves specifically it can take.
  • Mold Breaker doesn't avoid Arena Trap, as it only mitigates defensive abilities.
Usage Tips
========
  • Be careful to avoid making general statements here that could apply to any Pokemon. The second point seems to fall into this category.
  • Your first point is good but somewhat unclear, especially because Drilbur is not a sweeper without SD. I would rephrase it to say: "Drilbur's access to a powerful STAB Earthquake can force Pokemon such as Pawniard and Onix to switch out. This gives Drilbur the opportunity to remove hazards with Rapid Spin, set Stealth Rock to support its teammates, or boost its Attack with Swords Dance."
  • Talk about the situations in which it can be used as a lead
  • Mention that often, Drilbur will have to choose between a Speed and an Attack boost, and in which circumstances it should choose which
  • Talk about preserving Drilbur as long as you have teammates that are vulnerable to hazards and how to do this (your point about avoiding damage can fit in here)
  • Talk about the weakness of Rapid Spin, and its potential to give a foe a setup opportunity
  • Mention that if Swords Dance is not run, it will easily be forced out by many defensive Pokemon (and give a few examples)

Team Options
========
  • Wingull doesn't really mind Rock-types, and there are issues with generalizing about Steel-types here. Focus on how Dril can clear rocks for Flying types and they can deal with grass types in return
  • Don't mention Helioptile
  • I wouldn't mention Sticky Web as benefiting Drilbur, but I would list a couple of other Pokemon (such as examples of Fire types) who benefit from having rocks removed
  • However, I would mention that Drilbur fits well on Sticky Web teams that don't want their hazards removed by Defog
[STRATEGY COMMENTS]
Other Options
=============
  • Mold Breaker doesn't prevent being trapped
  • I think Mold Breaker's ability to bypass Sturdy is more important than its ability to hit Koffing.
  • Clarify the Hippopotas point - explain why it is necessary with Sand Rush, and talk about how this strategy is inconsistent
  • Mention that the Scarf set is usually outclassed by Mudbray
Checks and Counters
===================
  • The first category should be Water types. This should be subdivided into bulky Water types (read: Frillish, Shellder) and offensive Water types (such as Corphish and Wingull)
  • Ferroseed does not resist all of Drilbur's attacks. I would change this section to Ghost types since the only really relevant Grass type here is Oddish and its not a great check. Drifloon, Frill, and even (dare I say it) pumpkaboo might be good examples. If you want to include Grass types, oddish and cottonee are your best bets.

This is a lot to implement, but once you do it you can give yourself 1/3
