1.Team Building Process

I started the idea of the team by creating the defensive core I started with the Spinner:

Then I wanted to add a spiker and a Spinblocker:

Then I noticed it would be good to have rain up so:

009.gif
227.gif

So I had to add a special and a physical sweeper to the team:

2.The Team

186.gif

Politoed/Modest/Choice Specs
18Hp/252SpA/242 Spd

Icebeam
Focus blast
Hydro Pump
Psychic

By having no speed investments I am almost secure to win the weather war at the start of the match . Forcing 3 out of 5 weather introduceres out which allow me to hit the incoming poke quite hard. The Hp investment allows me too take hits pretty well and then hit hard. With this EV spread he outspeeds Berloom and can K.O. him.

009.gif

Blastoise/Calm/Leftovers
164HP/252Def/92SpD

Rapid Spin
Roar
Protect
Scald

Blastoise is probably my favourite poke in this build. He is a fantastic spinner and serves also as a mixed wall taking hits very well also he has the option to phase which makes him really great. In addition due to his ability rain dish he recovers with Leftovers 1/8 of his Hp per round. Which makes him even bulkier.

227.gif

Skarmory/Impish/Leftovers
252Hp /252Def/4SpD

Spikes
Roost
Whirlwind
Brave Bird
He is my hazard setting pokemon which is quite important. He is also my phazar which makes him even more important for this build. I haven't decided yet if he should have more staying power through roost or being not a complete taunt folder through Brave Bird.

485.gif

Heatran/Calm/Leftovers
248Hp /252SpD/8Spd

Lava Plume
Stealth Rock
Protect
Toxic

Heatran works really well in this team it provides ways to deal with steel types and sunteams with can be a huge thread to this team.He also provides restiance against electric attacks with is hugely needed. He can take most speical attacks without any problems. With Protect I scout the moves of my opponent,SR are neccessary and by that Skar has another solt,Lava Plume is the attack and STAB so that he is able to hit other pokes and Toxic is to spread damage.

286.gif

Berloom/Hard/Fighting Jem
252Att /196Speed /68Hp

Mach Punch
Bullet Seed
Swordsdance
Spore

He is one of the best physical Sweeper we have in the meta. With Mach Punch we have a priority move which base power is doubled so it is 80 combined with Belroom's insane Attack stat that is quite a power, which can be expanded by a sword dance. Spore is there that we can cripple something and then set up on the switch. Since bullet Seed is now boosted by technician it has quite some power and is a really good way to break a sub.

641.gif

Tornadus/Leftovers/modest
252SpA/252Spd/4 Def

HP Ice
Hurricane
Substitute
Focus Blast

Orcan and Focus Blast have a good coverage. In hurricane tornados has got a great stab move when u are behind a sub u are good to go.HP Ice and the Speed investments allows

Calm @Leftovers
248 HP / 216 SDef / 44 Spd
-Scald
-Shadow Ball
-Will-O-Wisp
-Recover

248 HP EVs allow Jellicent to take less damage from Spikes.
44 Speed EVs allow Jellicent to outspeed and burn Choice Band Scizor.

Focus Blast>Dark Pulse on Tornadus because of Heatran and Tyranitar.
HP Grass>HP Ground on Politoed because of Gastrodon.

Actually, Choice Specs rain-boosted STAB Hydro Pump will pretty much devour any Electric types that try to switch in on Politoed and certainly do more damage than Hidden Power Ground, so the latter isn't needed. Being able to slam Gastrodon and Water types on the switch in is important since, aside from Breloom, your team seems like it could have some trouble with these Pokemon.

Hello!

Jellicent + Blastoise are really redundant partners because they have more or less the same job. It's kind of like using Choice Scarf Emboar with SDProtect Blaziken: they cover most of the same things and you really don't need both. Also, sun looks like an issue for your team (especially Growth Venu) and I really hate that nothing switches into Tornadus and that Skarm is using both SR and Spikes

My first suggestion is to replace Blastoise for Tentacruel, as the extra fighting resists are much better in OU, as well as the ability to cripple other Pokemon with Toxic. I recommend using the standard SubToxic set with 16 Spe evs Timid. With this change, replacing Jellicent should be easy since the ghost typing is not needed (neither is the extra water typing really welcome). I would use Specially Defensive Heatran in Jellicents place. Heatran can both carry Stealth Rocks as well as check other sun teams, providing phazing, toxic spreading, and much more. It helps eliminate steel types (even in rain) like Ferrothorn or Jirachi so that Tornadus can go beatdown midgame.

On Specs Politoed, take some EVs out of HP to hit 242 Spe, that way you can outspeed Adamant Breloom and OHKO with either Hydro Pump or Ice Beam. I strongly suggest Psychic over HP Grass since you can hit Toxicroak and Keldeo with it (and you've got Breloom so whats the point of the HP Grass coverage?). On Tornadus-I, I would really try out Sharp Beak or Salac Berry in Leftovers place. Don't forget to drop SR on Skarm for Roost since Heatran can now use SR.

Onto Breloom, use 196 Spe and put the remainding 64 HP evs into HP for additional bulk. I would use Fight Gem over Life Orb (because the recoil is really not welcome on a balanced team such as this). Take 4 HP evs away from Torn and into another Stat since SR Weak pokemon take more SR damage if you add 4 HP evs (just a fun fact for you!).

So quite a decent rain balanced, good luck with it.

EDIT:
(Addressing the Threat List)

1. Tentacruel walls Keldeo, so remove from threat list.
2. Heatran + Skarm in rain wall every DD Dragonite variant
3. RP Landorus is really stopped by max HP Torn and Whirlwind Skarm anyway
4. Landorus-T is usually trashed by Torn and Breloom anyway
5. Tenta, Skarm, Breloom, and Politoed all smash TTar
6. Tenta can Sub-Stall TR Reu, while Breloom sleeps it and Torn can sub stall with prankster, and Politoed's specs attacks should OHKO (or really close to OHKO), while Skarm phazes.
7. Mamoswine < Skarmory
8. Venusaur < Heatran
9. Jirachi is walled by Heatran
10. Celebi is beat by Heatran

The biggest threats I see remaining:
1. The Lati twins.

You could use Specially Defensive Skarmory and Physically Defensive Heatran to fix this, but I'm not sure how that would work out. I would test it though! :)

I agree with Shurtugal's change of Blastoise to SubToxic Tentacruel, but I know you built the team around Blastoise, so if you're reluctant to change it, I completely understand. Blastoise is just completely outclassed in every possible way by Tentacruel. I also notice that your team is very weak to Thundurus-T, who can OHKO everyone on your team. I would recommend getting rid of Jellicent for Specially Defensive Celebi or Life Orb Latias. Celebi takes care of a lot of threats to your team, as things like Landorus can be walled all day, and Choice Locked Terrakion and Keldeo can be shut down by T-Wave support. However, Celebi can't do much to stop Thundurus-T specifically, since it can't really do much back, and if it's a Nasty Plot set, it can beat you one on one. Life Orb Latias is an offensive remedy to this weakness, and can put a stop to many of the same threats, though it still leaves you weak to the Lati twins. As a second measure against Thundurus-T, I would replace Tailwind on Tornadus for Hidden Power Ice, and change it's nature from Modest to Timid. This will allow you to outspeed Nasty Plot Thunderus-T, and KO it before it can get you. Hope that helps! Good luck, and nice team!

I changed everything i hope I havent overlook something.^^I agree with everything exepct the switch of Blastoise to Tenta.I know Tenta is better in everyway but I cant play with Tenta thats my problem =P and I on the other hand I can play with Blastoise incerdiblely good =P.

i agree with what Shurt said but i think the biggest threat would be Thundurus T as it can OHKO/2HKO everything

Two quick observations:

The first one is that your EV spread on Blastoise is inefficient. 252 HP / 252 Def / 4+ SpD reaches the same special bulk of your proposed 164 HP / 252 Def / 92+ SpD, but has much better physical bulk. Calcs:

252 Atk Choice Band Terrakion Close Combat vs. 164 HP / 252 Def Blastoise: 231-273 (67.94 - 80.29%)
252 Atk Choice Band Terrakion Close Combat vs. 252 HP / 252 Def Blastoise: 231-273 (63.81 - 75.41%)
252 SpA Celebi Giga Drain vs. 164 HP / 92+ SpD Blastoise: 164-194 (48.23 - 57.05%)
252 SpA Celebi Giga Drain vs. 252 HP / 4+ SpD Blastoise: 180-212 (49.72 - 58.56%)

If you want to exactly obtain the same special bulk you'll probably have to invest like 24 EVs in SpD removing them from Def, but the point remains, not maxing HP does not make sense.

The second observation is that you're still incredibly weak to the two main users of Electric attacks: Rotom-W and Thundurus-T. Rotom can Volt Switch you to death, since it hits SE 4 out of 6 members of your team, can cripple Heatran with Rain boosted Hydro Pumps, and Breloom can't switch in easily either, since a Specs Hydro Pump OHKOs from offensive sets (and HP Ice too), Trcik cripples heavily, WoW from the defensive sets is scary too. Thundurus-T can set up on Skarmory (and on Heatran, too, if it manages to force a switch I guess), then once it gets its Speed boost, your team is completely dismantled. Breloom can't deal with it with priority, and gets OHKO'd by HP Ice, Heatran by Focus Blast (OK, quite a bit of prior damage is needed, but still it's incredibly shaky and Heatran can only Toxic in return), and the rest of your team is OHKO'd by LO Thunderbolt. I'd like to propose SpD Celebi or a LO Latias as potential solutions, but I don't really know where to place them on your team (I'd probably remove Heatran, which does not perform that well in Rain...), so...try to consider this problem yourself, since Rotom-W and Thund are common enough to be addressed with some adjustments.

Hope I helped. Good luck.

Just a small change give your politoed a quiet nature and 0 speed ivs to insure you will be the one setting up weather good luck :)

Heatran does not resist electrical attacks he also takes tremendous damage from rain boosted water attacks this Pokemon makes a suitable replacement

Moths Like Water, Not Fire (Drizzle Volcarona)
Leftovers / Life Orb Modest / Timid
Moveset
~ Quiver Dance
~ Bug Buzz
~ Hurricane
~ Fire Blast
Evs
252 SpA / 4 SpD / 252 Spe
This set easily handles venasaur who is 1hit ko by sun boosted fireblast and is hit hard by hurricane in or out of rain it also handles steel types like scizor and metagross
Blastoise will provide volcarona with much needed rapid spin support
