Duplicate Eject Pack interaction with Intimidate and Drought Torkoal

What is the bug?
Eject Pack is activated before the pokemons ability.

Are you able to replicate it? If so, how?
Yes. In a battle, I use vgc, the opponent starts with an intimidate user and I start with eject pack torkoal which is meant to activate drought and there for sun, this doesnt occur. I am forced to switch out before the ability on my torkoal is used. I have checked on a switch that the ability is meant to go through and it is
