[Overview]

<p>When Black and White arrived, the pinch berries were no longer available. This was bad news for Empoleon, as its signature Agility SubPetaya set was now unusable, and it had to do with a simple Life Orb set. However, in the Dream World metagame, the pinch berries can be used, leaving Empoleon free to use its signature set. With Drizzle support, this set can sweep any unprepared team, and when building a rain offense team Empoleon should always be considered.</p>

<p>Empoleon's signature set aims to sweep late-game with a combination of boosts from Petaya Berry, Torrent, and Drizzle. This makes Empoleon's STAB move incredibly powerful, with Hydro Pump being almost twice as powerful as Latios's legendary Choice Specs Draco Meteor. Agility, meanwhile, doubles Empoleon's Speed, making it very hard to outspeed other than with fast Choice Scarf users. When setting up, Empoleon should use Agility first. Then, Empoleon can use Substitute continuously until Petaya Berry and Torrent activate, at which point Empoleon is ready to sweep.</p>

<p>The choice between Surf and Hydro Pump depends on the classic power versus accuracy argument. Surf provides more reliability, but Hydro Pump scores some useful KOs, such as on Keldeo without any prior damage and Blissey after Stealth Rock and two layers of Spikes. Grass Knot is usually the best option in the last slot, as it hits otherwise troublesome Pokemon such as Jellicent and Gastrodon. <p>The Speed EVs let Empoleon outspeed up to Choice Scarf Gyarados with a Modest nature. More Speed EVs can be invested, but doing so is quite useless as nothing else is outsped. Special Attack is maximized for maximum power, giving Empoleon an easier time sweeping. 12 HP EVs are invested instead to make sure the Petaya Berry is activated after three Substitutes instead of four, so Empoleon is at 25% when attempting a sweep and thus isn't stopped by Scizor's Bullet Punch or Lucario's ExtremeSpeed.</p>

<p>Unfortunately, Empoleon can only carry one of Grass Knot and Ice Beam. As such, depending on your choice of move, you have to be able to deal with the Pokemon that can take on Empoleon. When using Grass Knot, Scizor makes for an excellent teammate, not threatened by Latias or Celebi and Pursuiting them, while Dragonite's Multiscale can be broken with a priority Bullet Punch. Variants with Ice Beam benefit from something that can take down bulky Water-types, and as such, Breloom makes for a good teammate. Breloom can also remove Chansey, who walls Empoleon either way.</p>

<p>While Empoleon resists some of the most common priority moves, namely Bullet Punch and ExtremeSpeed, Mach Punch from Breloom or Conkeldurr can still take it down. A Pokemon that can switch on Mach Punch and threaten these Pokemon, namely Dragonite, is a good teammate for this reason. Fast Choice Scarf users such as Genesect and Landorus can also outspeed Empoleon even after Agility, so something that can deal with them is recommended. Bronzong is a good option, and can also set up Stealth Rock for Empoleon. Speaking of Stealth Rock, Empoleon really appreciates entry hazard, support, as it weakens several Pokemon into KO range. Stealth Rock is the more prominent one, but Spikes also help. Toxic Spikes can also be useful, as by continuously using Substitute with Toxic Spikes up, Pokemon such as Chansey can easily be stalled into Surf or Hydro Pump KO range. Toxic Spikes especially come in handy when using Ice Beam, as without Grass Knot, Empoleon has problems with bulky Water-types who also despise Toxic Spikes, namely Jellicent and Suicune.</p>

<p>Instead of being a threatening sweeper, this set aims to soak special hits. Base 84 HP and 101 Special Defense is quite respectable, but what makes this set is so good are Empoleon's twelve resistances and immunity to Toxic and Toxic Spikes. Some of the most threatening special attackers don't have an attack that really harms Empoleon, namely Latios, Politoed, Celebi, and Genesect, though be wary of Thunderbolt for the last one.</p>

<p>Scald is Empoleon's best STAB attack for this set, being a reliable attack but also providing a 30% burn chance, meaning physical attackers such as Ferrothorn and Breloom won't be able to switch in freely. The choice between Ice Beam and Grass Knot depends on what your team has the most trouble with: Ice Beam hits Dragon-types and Grass-types such as Latios and Celebi and also provents Toxicroak from walling Empoleon, so it's usually the better choice, but Grass Knot can also be useful if your team has problems with Water-types such as Politoed and Starmie. Roar is the best option in the third slot, capitalizing on Empoleon's ability to force out several Pokemon, forcing your opponent to take more entry hazard damage. It also lets Empoleon phaze setup sweepers such as Calm Mind Latias, removing all their boosts. In the last slot, Stealth Rock makes for an excellent support option, damaging every Pokemon switching in. However, if another Pokemon on your team already knows Stealth Rock, Protect makes for a good option, as it can scout the move of Choice-locked Pokemon, and also provides Empoleon with a somewhat decent recovery option.</p>

<p>Powerful physical STAB or super effective attacks will be able to deal a lot of damage, or even KO Empoleon. Close Combat and Earthquake from the likes of Lucario, Mamoswine, and Excadrill are the most common ones you'll encounter, and as such, a teammate who can deal with those attacks is recommended. Gliscor is one of the best option, being immune to Earthquake and resisting Close Combat, while also covering Empoleon's weakness to Electric-type attacks. On the other hand, Empoleon resists Water- and Ice-type attacks, which Gliscor has trouble with.</p>

The loss of Petaya Berry and the Torrent boost in exchange for a Life Orb means a lot of power is lost, but the coverage provided by using both Ice Beam and Grass Knot can sometimes be worth it. However, there are only a couple of teams this set works better on than the standard set. Rain teams are almost always better off with the SubPetaya set, as in rain, it has the power to plow through even Water resists, making the coverage unneeded. However, on sand or weatherless teams, this set is a good option, as Pokemon such as Keldeo or Latios will otherwise be able to take it on depending on Empoleon's coverage option. This set can also attempt to set up multiple times in a match, unlike the standard SubPetaya set, which can only set up once.</p>

<p>Agility is the main move of this set, letting Empoleon outspeed everything up to Choice Scarf Gyarados. <p>This set is more easily walled by general special walls such as Blissey, Ferrothorn, and Jirachi, and as such, a powerful physical attacker who can deal with these Pokemon helps this set a lot. Blaziken is a good option, hitting Blissey hard with a STAB Hi Jump Kick and taking down Ferrothorn and Jirachi with a STAB Flare Blitz. This set also still has the same problems as the SubPetaya set with fast Choice Scarf holders and priority from the likes of Breloom and Conkeldurr, and as such, similar teammates to that set also work with this one.</p>

[Other Options]

<p>Empoleon can run a Choice Specs rather effectively with Hidden Power Fire or Flash Cannon in the last slot, but it has little use over the Agility + 3 Attacks set, which can change moves and has Agility to attempt a sweep. Keldeo also usually does a better job as a Choice Specs user, as it is more powerful, faster, and has STAB Secret Sword to take down Blissey and Ferrothorn. Empoleon can also attempt to sweep with a Swords Dance set and STAB priority Aqua Jet, but base 86 Attack isn't exactly impressive, and it is easily walled by common Pokemon such as Dragonite, Rotom-W, and Skarmory.</p>

[Checks and Counters]

<p>Due to its sheer power, Empoleon can be hard to counter. Chansey is one of the best options, as due to its great special bulk and Eviolite it won't take much from even rain-boosted Hydro Pump and can take down Empoleon with Seismic Toss. Vaporeon is another Pokemon that can take Empoleon's attacks rather easily, as it is immune to Surf thanks to Water Absorb, and due to its low weight Grass Knot only has a paltry 60 Base Power and fails to 2HKO. Vaporeon can then take down Empoleon at 25% with a rain-boosted Surf.</p>

<p>Other than those two Pokemon, few Pokemon you'll commonly encounter can take all of Empoleon's attacks. However, Empoleon has to choose between Grass Knot and Ice Beam and depending on its pick, there will always be something that can wall it. Gastrodon and Jellicent are both immune to Surf thanks to their ability, and take poor damage from Ice Beam, so any Empoleon lacking Grass Knot won't be able to get past them. On the other hand, any Empoleon lacking Ice Beam will find itself walled by bulky Grass-types such as Celebi, as well as Dragonite that has been able to keep its Multiscale intact. Toxicroak is also immune to Surf and Hydro Pump thanks to its Dry Skin ability, resists Grass Knot, and can KO Empoleon with STAB Cross Chop or Drain Punch in return.</p>

<p>If you lack a Pokemon that can take Empoleon's attacks, there's always the option of revenge killing it. While Agility boosts its Speed by two stages, there are still several Choice Scarf users that can outspeed Empoleon and take it down. Landorus, Terrakion, Genesect with Thunderbolt, and Rotom-W are the most prominent ones. Empoleon is also weak to Mach Punch, and as such, Pokemon with that move can take it down before it can make a move. Breloom, Conkeldurr, and Infernape are the three best options for the job. However, every other priority move bar Vacuum Wave is resisted by Empoleon and won't be able to take it down even at 25%, so don't think you can get away with Scizor or Lucario.</p>
 
Get rid of the Choice Specs set. It is OO material really, as it is outclassed by a lot of powerful Water-types in the tier. Also, I think the Specially Defensive set should look like this:

Stealth Rock should be by itself because it is far too valuable to give up. Roar isn't as necessary, so you should slash Protect after that. You also don't need the extra slash for Grass Knot: You either use Grass Knot or Ice Beam as your secondary attacking move, never both, because you want as many support options as you can. Thanks for the advice. I'm not sure about the Choice Specs set. While you say it's outclassed by other more powerful Water-types, the only Water-types with higher Special Attack then Empoleon are Keldeo, Omastar, and Gorebyss. While Keldeo can hit Blissey and is much faster, Empoleon on the other hand has Steel-typing so unlike Keldeo can absorb attacks such as Outrage and Draco Meteor from powerful Dragon-types. Latios is probably the best example, as while it is usually a reliable Keldeo counter, Empoleon itself beats Latios. I'll probably move it to Other Options though, but I'll wait for some more input from QC members.

About the specially defensive set, Stealth Rock is not an absolute necessity. While every team really enjoys Stealth Rock, if you have another member on your team who can learn it it shouldn't be the main option. Also, Roar >> Protect, because while scouting is nice, phazing is much much better since Empoleon forces out quite a lot of Pokemon and racks up entry hazard damage. It also helps stopping setup sweepers. I'll move 3 attacks + Roar to AC though.
 
Wait, why is Choice Specs omitted? It sounds pretty good to me, actually. I can't see how it's outclassed by anything, really. Unlike the other Water-types, Empoleon has 12 resistances, which allows him to switch into heaps and things and destroy shit. It is especially nice at switching into Dragons and then just plugging them with whatever.

Also, just on the writeup, I'm finding a few very important things that are missing:

1) Ferrothorn - I Ctrl-F'd Ferrothorn and found four appearances, but not one in counters. It can easily take a +1 Surf or even a Hydro Pump and kill you with Power Whip.
2) Toxic Spikes - What was great about Empoleon and Toxic Spikes is that with the SubPetaya set, you could easily set up a Sub as your opponent sent in Vaporeon after you and watch itself die from Toxic damage since I can't do anything to you (apart from Roar). You could pretty much just Sub up, damage it a little bit and watch it die. Jellicent is pretty much the same, while it makes taking on pink blobs much, much easier. I discussed this with NixHex on IRC, and no Specs set. I might have worded it a little off in the Other Options section, so I'll reword that. However, the Specs set offers very little over the Agility Life Orb set, as the fourth moveslot really offers very little (Flash Cannon? Hidden Power isn't really that useful either), and Agility provides Empoleon with a chance to sweep and with Life Orb it can actually change moves. Also, as a simple Specs user breaking through walls, Keldeo is mostly superior for more power, more speed, and STAB Secret Sword.

Ferrothorn isn't that big of a counter to SubPetaya really. Dream World Ferrothorn uses a 252 HP / 252 Def EV spread (according to the analysis, which I think is the spread we should assume) and also uses Shed Shell. Without Leftovers or a reliable recovery move (which Leech Seed isn't really) it won't recover health easily, and with a little hazard suppport or just a bit of prior damage Ferrothorn won't beat Empoleon, as Hydro Pump in the rain does 80 - 95% to Ferrothorn with rain Hydro Pump.

Toxic Spikes are indeed useful, don't know how I forgot that. I'll be sure to mention it.
 
Just throwing out Blizzard>Ice Beam on hail obviously. Also, it can set up Rain Dance. Flash Cannon could get an OO mention simply because it is a fairly powerful STAB move. If you don't want to use Rest/want some extra recovery, Aqua Ring can be used. It can FeatherDance Ferrothorn. All in all, just throwing a few ideas out there.
 
Hydro Pump hits Rock- and Ice-types harder than Flash Cannon could dream of, especially in the rain for the latter. It would only get a mention for Specs which is getting an OO mention already.

Toxicroak should get a mention in Checks and Counters; it walls Empoleon completely bar a Life Orb-boosted Ice Beam, and even that doesn't OHKO, while Toxicroak maims Empoleon with Cross Chop / Drain Punch, and can easily set up on the more defensive variants. Keldeo should also probably be mentioned, as it is one of the most common threats in the DW metagame, and has a STAB super effective move with which it can smash Empoleon, not to mention that it is faster than Empoleon before an Agility boost. It also receives a paltry 60 Base Power from Grass Knot, so that won't be OHKOing anytime soon, as well as resisting Water and Ice.

You should also mention how Specially Defensive Empoleon can easily take on Genesect thanks to its amazing special bulk, as well as resisting U-turn and gaining a pseudo resistance to Fire under the rain.

<p>Empoleon can run a Choice Specs rather effectively with Hidden Power Fire or Flash Cannon in the last slot, but it has little use over the Agility + 3 Attacks set, which can also change moves and has Agility to attempt a sweep. Keldeo also usually does a better job as a Choice Specs user, as it is more powerful, faster, and has STAB Secret Swords to take down Blissey and Ferrothorn. Empoleon can also attempt to sweep with a Swords Dance set and STAB priority Aqua Jet, but 86 base Attack isn't exactly impressive, and it is easily walled by common Pokemon such as Dragonite, Rotom-W, and Skarmory.</p>

<p>Due to its sheer power, Empoleon can be hard to counter. Chansey is one of the best options, as due to its great special bulk and Eviolite, it won't take much from even rain-boosted Hydro Pump and can take down Empoleon with Seismic Toss. Vaporeon is another Pokemon that can take Empoleon's attacks rather easily, as it is immune to Surf thanks to Water Absorb, and due to its low weight, Grass Knot only has a paltry 60 base power and fails to 2HKO. Vaporeon can then take down Empoleon at 25% with a rain-boosted Surf.</p>

<p>Other than those two Pokemon, few Pokemon you'll commonly encounter can take all of Empoleon's attacks. However, Empoleon has to choose between Grass Knot and Ice Beam and depending on its pick, there will always be something that can wall it. Gastrodon and Jellicent are both immune to Surf thanks to their ability, and take poor damage from Ice Beam, so any Empoleon lacking Grass Knot won't be able to get past them. Base 84 HP and 101 Special Defense is quite respectable, but what makes this set is so good are Empoleon's twelve resistances and immunity to Toxic and Toxic Spikes. Some of the most threatening special attackers don't have an attack that really harms Empoleon, namely Latios, Politoed, Celebi, and Genesect, though be wary of Thunderbolt for the last Pokemon.</p>

<p>Scald is Empoleon's best STAB attack for this set, because it's a reliable attack and it provides a 30% chance to burn the opponent, meaning physical attackers such as Ferrothorn and Breloom won't be able to switch in freely. The choice between Ice Beam and Grass Knot depends on what your team has the most trouble with:(colon);(semicolon) Ice Beam hits Dragon-types and Grass-types such as Latios and Celebi and also provents Toxicroak from walling Empoleon, so it's usually the better choice, but Grass Knot can also be useful if your team has problems with Water-types such as Politoed and Starmie.
