Event Pokemon are Pokemon that cannot be obtained legitly without going to a Nintendo promotion and downloading it onto your game.

Jirachi (to an extent)
Deoxys
Manaphy (to an even smaller extent)
Darkrai
Shaymin

I THINK that's all of them. Jirachi is obtained through the Colo bonus disk, and Manaphy from Pokemon Ranger. The reason I put "to an even smaller extent" by Manaphy though is because Colo bonus discs are no longer made, while Pokemon Ranger is.

so a person has to buy two games and go to some event that may not happen to get a national dex?
'Completing' the Pokedex has never required the event/unobtainable Pokemon. You only needed 150 of the 151 in RBY and 200 of the 202 in RSE (and I presume a similar situation was applied too GSC). My guess is it's still the same in D/P.
No, ALL of those event Pokemon are part of the National Dex. Actually, you would need to have the National Dex before you get Arceus and such.
The Regional dex however (the one you get first) only has 150 Pokemon. You only have to SEE all 150 to get the National Dex.
And I'm pretty sure every Pokemon in the Regional Dex is owned by an in-game trainer, besides the legendary trio and Palkia/Dialga of course.
Actually, Manaphy is in the Sinnoh Dex. At least, that's what Serebii says.
Yes, it is #151 in the Sinnoh Dex. You only need to see the first 150. ;)
